Church holding annual banquet
WEIRTON – The Morning Star Baptist Church will hold their 68th Lincoln-Douglass Scholarship banquet at 6 p.m. Feb. 16 at the Holiday Inn – Weirton.
Otis G. Cox of Morgantown, Action Facilities Management Director of Operations, will be the keynote speaker.
Cox was selected for the position in 2009, previously serving as the State of West Virginia Director of Personnel. Action Facilities provides security at the U.S. Customs and Border Advanced Training Center in Harpers Ferry, Fort Belvoir, Department of Energy, Center for Disease Control and Prevention, Center for National Response Defense Logistics Agency and U.S. Department of Labor, Mine Safety Health Administration. He also served as the Department of Military Affairs and Public Safety Cabinet Secretary under Gov. Cecil Underwood. During that time, he created an Employee Assistance Program, prepared and reviewed budgets, created strategic plans, and oversaw the construction of four regional jails and five juvenile correctional facilities. He also taught business management at Marshall University.
Cox served 24 years with the Federal Bureau of Investigation before retiring in 1994. He served as an assistant section chief, supervisor and senior manager. He was the first agent-in-charge of the effort to bring the FBI fingerprint identification facility to Clarksburg. While doing so, he supervised several thousand employees, including the Human Resources administration and management. He served on the FBI Disaster Team as a forensic finger specialist, the Hostage Negotiations Team and the Federal Senior Executive Service.
Cox also served as the U.S. Department of Transportation deputy administrator, where he promoted, developed and implemented national educational programs on seat belts, child seats and the “safest car” program. After leaving the department of transportation, he was a Department of Homeland Security TSA program contractor. Tickets are $30 per person.
