City’s spring cleanup slated to be last

STEUBENVILLE – A rite of spring will come to a close this year as city officials prepare to stop the annual bulk pickup campaign.

The spring cleanup that allowed residents to carry, drag and somehow get furniture, some appliances and just about everything else to the curb will end after this year’s six consecutive weeks.

The cars and trucks that prowled through neighborhoods looking for metal or an item that could be reused in a different house won’t be evident next year when the city starts a new monthly pay-as-you-discard plan in 2014.

The city will hold one last annual spring bulk cleanup starting on April 13.

City Manager Cathy Davison said Tuesday night the city “is already getting complaints about large items being put out for collection by city sanitation crews.”

“This will be our last year for the spring pickup. It is expensive to run every year. We will be working on plans for a monthly pickup program. Customers will pay for the large items they place at the curb for collection,” explained Davison.

“That is pretty much a standard policy for many other communities. We will start an education process as soon as the policy is finalized. We have been discussing updating our sanitation policy, and this is our opportunity to do that for next year,” Davison said.

Sanitation Superintendent Bob Baird said the bulk cleanup will take place on six consecutive Saturdays starting April 13 in the city’s South End from Market Street to the city’s southern city limits and from Spring Avenue to state Route 7 and including Lincoln Heights.

The pickup will continue April 20 in the North End from Alikanna to Market Street and from Eleventh Street to state Route 7.

Baird said the schedule will proceed on April 27 on the north side of Sunset Boulevard from Brady Avenue to the western city limits.

“On May 4 we will be doing the south side of Sunset Boulevard from McCauslen Manor to the western city limits. On May 11 we will be conducting the bulk pickup on all streets on Pleasant Heights, and we will finish this year’s pickup on May 18 on all streets on LaBelle View,” explained Baird.

“The regular sanitation schedule will remain in effect during the bulk pickup campaign,” Baird added.

“We will not pick up any kind of tires, computers, televisions or any kind of electronics, (anything with) freon gases such as freezers, refrigerators, air conditioning units or dehumidifiers. We will also not pick up hazardous wastes or petrochemicals, including fuels, oils, solvents or paint or any construction materials such as shingles, concrete, block or brick,” he said.

Baird said all household items should be placed at the curb area where the regular trash collection is placed.

“This should be done the night prior to the scheduled bulk collection. Once the Saturday collection is completed there will not be any return trips,” said Baird.
