18 indicted by Brooke grand jury

WELLSBURG – The Brooke County Grand Jury on Monday returned indictments against 18, including several cases involving theft.

Presided over by 1st Judicial Circuit Court Judge Ronald Wilson, the grand jury indicted the following:

Mitchell Lee Eakle II, 25, of 430 Maxwell Ave., Steubenville, entering a building other than a dwelling, grand larceny and fleeing with reckless disregard for others on March 25.

According to the indictment, Eakle broke into a business on state Route 2 in Follansbee and stole a Ford Explorer, truck tire rims and other trucking parts, then was pursued by Brooke County Sheriff Chuck Jackson from there to Steubenville.

The indictment states Eakle weaved around vehicles on the Market Street Bridge, nearly striking them, during the pursuit.

Billy J. Cline, 33, of Apartment H, 711 Market Square, Steubenville, was indicted for entering a building other than a dwelling, grand larceny and conspiring for his part in the same crime.

Matthew Frame, 27, of Apartment D7, 756 Clifton St., Follansbee, two counts of breaking and entering a Wellsburg business, from which Wellsburg Police said he stole property.

Shawn Lazear, 28, of 223 Main St., Follansbee, burglary and breaking and entering for stealing an iPhone, digital camera and camera case from a Follansbee home and tools from the garage of another home nearby.

Leslie Sterling, 23, of 223 Main St., Follansbee, was indicted for burglary and daytime entering without breaking, for the same crime.

Alona Lee Leavell, 22, of Apartment 3, 180 Hillcrest Road, Weirton, three counts each of forging and uttering checks.

Ian Kurtis Lohr, 30, of 1023 Trenton St., Toronto, daytime entering without breaking and burglary for entering a Wellsburg home and stealing four guns, an electric guitar and cash.

Michael Marteny, 36, of 373 Cross Creek Road, Colliers, conspiring and accessory before the fact for planning with two juveniles to destroy property of another man.

Olivia Miller, 21, of Wheeling, for child neglect creating risk of injury, leaving her infant child in a vehicle in below freezing temperatures for about 30 minutes, and second-offense shoplifting.

Tori Hatala, 51, of 1304 Hukill St., Brilliant, delivering heroin within 1,000 feet of a school, transporting it with the intent to deliver and conspiring.

Elliott Mullen, 44, of Carnegie, Pa., first-degree robbery and conspiring in connection with a purse-snatching outside a business on Three Springs Drive in Weirton.

Marquita J. Mullen, 30, of Carnegie, Pa., was indicted for aiding and abetting first-degree robbery and conspiring for allegedly acting as a get-away driver to Elliott Mullen.

Joseph Benton Satathite, 26, of 331 Woodcrest Mobile Manor, Follansbee, two counts of burglary for entering two homes on Morton Road in Colliers and stealing money, jewelry and savings bonds.

Zachary Alan Starr, 18, of 512 Highland Ave., Follansbee, grand larceny and breaking and entering an automobile, stealing a pistol, iPad and iPod from a vehicle in Follansbee.

Paul Kellogg, 51, of 716 Cove Road, Weirton, delivering alprazolam within 1,000 feet of a school,

Jamie Kosut, 23, of 3530 Orchard St., Weirton, delivering heroin.

Justin Lee Moore, 28, of 147 St. John Road, Weirton, delivering cocaine within 1,000 feet of a school, transporting it with intent to deliver and conspiring.

Jonathan Smith, 32, of Steubenville, delivering heroin within 1,000 feet of a school.
