Lawncare approved, vacancies filled by commission

NEW CUMBERLAND — Two local landscaping businesses will handle lawn and maintenance care at several county-owned locations following approval by the Hancock County Commission.

The commission, on Thursday, approved the winning bids for five summer grass cutting packages, selecting D&S Lawncare and Pizzoferrato Properties.

D&S Lawncare will handle package no. 1, consisting of the county Senior Center, Animal Shelter and Storage Building, all on Gas Valley Road in New Manchester, for a price of $4,428; package no. 2, which includes Flatts Cemetery, Union Cemetery and Methodist Cemetery in New Manchester, for $5,868; and package no. 4, consisting of Laurel Hollow Park and Clarke Field in Newell and Lawrenceville Park in Chester, for $4,740.

Pizzoferrato’s packages were no. 3, for Three Springs Drive Cemetery, the Cove Valley Playground and the Peter Tarr Furnace all in Weirton, for a total of $5,760; and package no. 5, which was the county 911/Office of Emergency Management Center, for $1,740.

In other business:

¯ Two vacancies were filled by the commission: Ryan Scott of New Cumberland was approved for the Oakland District Water Board and Sam DeCapio was named to the Hancock County Board of Health.

Prior to moving to New Cumberland from Weirton two years ago, Scott served as a police officer and firefighter in Weirton for a combined nine years, before serving in the U.S. Air Force at the 911th Air Reserve Wing in Coraopolis, Pa., and currently works as a fuels terminal manager.

Residing in the Grant district, DeCapio worked for 24 years for the W.Va. Department of Highways before retiring in 2012. He currently works at Sophia Rae’s and Let’s Say Cafe in Chester, but stated in his letter he will leave both positions toward the end of May. DeCapio was among 10 people who submitted interest in the health board vacancy.

• The commission approved a memorandum of understanding with the West Virginia University Extension Office for Fiscal Year 2018-19, starting July 1, for a total of $72,559. Also approved was an agreement for the Juvenile Mediation Program out of Wellsburg, which takes effect July 1.

• The Commission approved the appointment of Roger A. Isla as fiduciary commissioner for Hancock County, his term beginning April 1 and running through March 31, 2020. Isla will succeed Carl A. Frankovitch for the position. In a letter sent by Steven M. Recht of the Recht Law Offices, both men are registered Republicans, and thus Isla’s appointment met the statute requirements.

• In personnel matters, the commission accepted the resignation of Mathew McCune as full-time dispatcher for the county 911 Center, but he requested to remain as a dispatcher on a part-time basis. McCune accepted a position with Hancock County Ambulance. McCune’s last day full-time with the 911 center was March 31.

Also in personnel matters, the commission approved the advertisement of a tax deputy for the sheriff’s office, to succeed Sally Rutter, who will be retiring Sept. 7. Those who wish to apply for the position can pick up an application at the sheriff’s office, and are asked to bring a cover letter and resume.
