Drainage project to begin at Starvaggi Park

WEIRTON — The Weirton Parks Board continues to focus on improvement projects at Starvaggi Memorial Park, working with the city’s Public Works Department to improve the park’s drainage system.

Executive Director Coty Shingle informed the board during Thursday’s meeting, he has been in discussions with Public Works Director Rod Rosnick.

“The plan is to get under way at the end of October,” Shingle said, noting the timeline would be dependent upon Public Works’ scheduling.

Shingle explained Parks Department crews would focus on the installation of new pumps and equipment inside the park’s filtration building, while Public Works would install and grade new lines underneath the parking lot.

The work is needed following a series of flooding incidents in the filtration building resulting from heavy rains this summer.

Shingle said it has been estimated the Parks Board’s share would be $25,000, while the remaining costs would be around $79,000.

Also related to Starvaggi Park, Shingle announced the Hancock County Board of Education has offered to transfer a piece of property next to the park to the board. The Parks Board is paying for a survey of the property.

Several members of the board noted there had been attempts in the past to acquire the land.

“It sounds like a no brainer,” board member Bill Curenton said.

In other business, Parks Board Chair Ed Bowman announced the board had decided to reorganize some aspects of its employee chart following discussion during an executive session held in its September meeting.

In particular, the board has decided not to fill the operations director position, which had been vacated as a result of Shingle’s promotion to executive director.

“We decided we were more in need of another maintenance worker,” Bowman said.

Shingle explained it would assist with improving manpower needs in maintaining and serving the parks properties, and also provide some cost savings in salaries.

“It’s aimed at providing better service than we’ve ever had,” Shingle said.
