Rev. Larry. You seem ok with risking taxpayer money before you know what value it brings? I wonder how free you would be with your own money, or the church's money?

Here's my concern; 1. the taxpayer pays for the assessment and the landowner decides to sell to someone else sticking the taxpayer for the assessment costs and the owner realizing a much bigger profit. 2. we the taxpayer buy the land and it sits for years.
I could go along with the proposal on the following conditions; 1. if the land isn't used the land cannot sell for less than what was paid for it including the assessment costs. 2. the owner does not get to know what the results of the assessment are.
If the owner doesn't know what the assesments results are then he can't dump on the taxpayer. The city wants the information for the taxpayers purposes not te owners.
