Having a CLEC (City Net)that would stand to DIRECTLY benefit from any decision they make heading this up is the fox guarding the hen house!
The "technical expertise" needs to come from an OUT OF STATE, and independent source that stands to benefit in no way from these studies!!
The way this reads, these "committees" are simply no more than salesmen getting sales leads via these "surveys" and giving them to City Net!!
