Most of the time when public officials try end-runs around Ohio’s open meetings law, they sincerely just want to get things done for taxpayers in the most efficient ways possible....

Same should hold true for the WV side. Currently in the Northern panhandle Economic Development is lead by a Non-Profit, funded with public Money doing government business on behalf of the various cities and counties, yet all meetings are close with no public insight as to what decisions are being made with Public funds.
