Miller, 43, 133 Sycamore St., Mingo Junction, suspended license amended to expire operator's license, $50, no seat belt, $30; Robert J. Phelps, 26, 608 College St., Empire, possession of drugs amended to attempted drug abuse and possession of drug paraphernalia, 90 days with 45 days suspended, suspended license, failure to reinstate license and marked lanes, 50 hours community service.
