FRANCY, Leila S., 94, of Toronto, passed away Thursday, July 19, 2012, at the Weirton Geriatric Center, Weirton, WV
She was born Jan. 16, 1918, in Fly, OH, the daughter of the late Merlin and Emma Frantz Starkey.
Leila was a member, Elder and past Session Clerk of the Hill Top Presbyterian Church, Church Road, Toronto. She was also a lifetime member of the Toronto Order of Eastern Stars Chapter 215. Her other memberships include the Toronto Daughters of the American Revolution, and the Jefferson County Historical Society.

She was retired as an elementary school teacher from the Jefferson Union School District, was a published author of genealogy history books, and she loved gardening and tending to her flowers.
Leila was preceded in death by her parents; husband, Robert A. Francy, who passed away in 1965 and whom she married Aug. 3, 1939; brothers, Don and Vernon Starkey; and sisters, Norma Rosenlieb, Thelma Hissom, Clara Allison and Margaret Coil.
She is survived by her daughters, Roberta L. Rowan, and Patricia A. Moorhead, both of Toronto, OH, and Cathie D. (David) Rollinitis of Sanford, Florida; and son, Clark A. (Rosa Lee) Francy of Toronto, OH. Also surviving are nine grandchildren, 13 great-grandchildren; and one great-great-grandchild.
Friends and family will gather for visitation 1-3 and 6-8 p.m. Sunday, July 22, at the Clarke Funeral Home, 302 Main St., Toronto, (740) 537-1234 or 1 (855) 847-1240. Additional visitation will be held from 10 to 11 a.m.. Monday, July 23, at the Hill Top Presbyterian Church, County (Church) Road 46, Toronto.
A celebration service of Leila's life will be held at 11 a.m. Monday at the Hill Top Presbyterian Church with the Reverend C. Robert Meyer officiating. Interment will follow at the Union Cemetery, Steubenville.
