Harrison OKs agreement with CAC

CADIZ - Harrison County commissioners on Wednesday approved an agreement with the Jefferson County Community Action Council to administer a national emergency grant.

"Following the severe windstorms on July 29 through July 2, the Federal Emergency Management Agency issued a major disaster declaration for 37 counties in Ohio, which included Harrison County," Scott Blackburn, director of Harrison County's Department of Job and Family Services, said.

"Ohio Job and Family Services is the applicant and grant recipient for the Disaster NEG Funding and passes the awards to applicable Local Area Workforce Investment boards," he said.

Harrison County officials applied for the funding and received $696,852.09 issued by the U.S. Department of Labor.

The Harrison County DJFS, with approval of the commissioners, identified the Jefferson County CAC to operate the grant. During the Aug. 29 meeting, the commissioners approved an emergency resolution allowing the Harrison County DJFS to contract with the Jefferson County CAC to administer the national emergency grant.

The grant permits local areas to hire temporary workers who will provide humanitarian assistance for disaster victims and help with the repair and reconstruction of public structures, facilities, waterways and land within the disaster area.

Eligible workers must have lost their jobs or homes due to the disaster or qualify as veterans, dislocated workers or long-term unemployed. which is defined as being unemployed or underemployed for 15 of the last 26 weeks.

Mike McGlumphy, Workforce Investment Act director at the Jefferson County CAC, stated at the August meeting that most of the work is centered on the stream cleanup, and no standing timber will be cut during the process.

"We are working on putting three eight-man crews over here, which are limited to 1,040 hours, or $12,000, whatever comes first." McGlumphy said, adding "(with) a supervisor in each crew and a coordinator to work with your EMA and your township people. Then I will have my coordinator that is going to be over both the Jefferson County and Harrison County grant going between the two to make sure the supplies are there and the equipment is there that they need. Every effort will be made to employ Harrison County people first."

McGlumphy emphasized the coordinator should be familiar with the county.

"Dislocated workers, long-term unemployed and under-employed are eligible, with anyone whose business or employment was closed by the storm given first priority."

Wages are $14 per hour for the coordinator, $12 per hour for supervisors and $10 per hour for workers. The work is considered training by the government and no unemployment will be paid for the participants.

The Harrison County DJFS will take applications, and applicants can obtain information by contacting the local Connections One Step. Potential employees must pass a physical and drug test prior to hiring, which is provided at no cost to the applicant.

In other matters, Commissioner Barbara Pincola announced that following renovation work, the elevator at the courthouse passed inspection and is back in operation.
