The importance of Issue 3 cannot be stressed enough. In this time of state and federal government cuts, with the majority being at the expense of local government, the renewal of the historic 5-mill operating levy allows the city of Steubenville to provide services to the residents, businesses and visitors of our fine community.
Issue 3 is the renewal of the operating levy, which was originally passed in the early 1960s and is subject to renewal every five years. This is a renewal. It is not a new tax. It is not an increase in existing taxes.
The Issue 3 operating levy renewal generated almost $575,000, or an estimated 4.6 percent of the city's overall $12.5 million 2011 general fund budget. The largest part of the general fund revenues are used to support the police and fire departments.
The operating levy renewal funds also support street maintenance, municipal court, the health department, recreation, street lighting and the engineering and building departments.
The city continues to be transparent in our operations and now has a roadmap through our 10-year strategic plan to provide services in an efficient, effective and responsible manner. We continue to collaborate with local agencies and governments in order to provide services to our residents, businesses and visitors.
As the residents of Steubenville, you can be a part of the progress that we are experiencing. Steubenville is your town, and you can show that by supporting our town in voting "yes" on Issue 3 on Nov. 6.
Remember, it is a renewal. It is not a new tax. It is not an increase in existing taxes.
