JB Green Team board approves 2013 budget

STEUBENVILLE - The JB Green Team board of directors approved a $1.6 million budget Monday night and heard plans for capital projects in 2013.

Executive Director Cliff Meyer told the board members a $43,895 compactor now is in place at the solid waste authority's recycling cell near the Jefferson County garage facility in Wintersville.

"The compactor allows us to reduce our pickup schedule from five to seven pickups a week, to twice a week. All of our employees have been trained on the compactor, and it is working fine," Meyer reported.

"Our glass recycling is also going well, and we are anticipating glass recycling increasing by 40 percent by the end of the year. We have also purchased plastic containers to place in restaurants and bars for those businesses to recycle glass," explained Meyer.

Meyer said an anticipated $700,000 revenue shortfall from the Apex sanitary landfill did not materialize, "and they are telling us they expect to do better in 2013.

The 2013 budget includes a $250,000 expenditure for a front loader packer truck as well as $157,000 for a roll-off truck with containers.

"A top loader truck makes sense in order to pick up glass and plastic," noted Meyer.

"We see several opportunities in 2013, including the more favorable revenue from Apex and increased revenue from commingled, glass and fiber recycling efforts. We also anticipate a reduction in capital expenditures in 2013," said Meyer.

He also asked the board of directors to consider a litter enforcement program later this year in Jefferson and Belmont counties as well as other projects.

According to officials, the litter enforcement program will cost $60,000 for the second half of 2013 and then a projected $120,000 in 2014.

The budget includes an increase in advertising from $21,647 in 2012 to $50,000 in 2013.

"We face the possibility of the reorganization of our solid waste authority because of legislation now pending in the Ohio Legislature," added Meyer.

Fiscal Officer Dave Hays said the Apex landfill has paid its past due tipping fees from 2012 but must still pay the JB Green Team late fees that generate a late interest penalty every month.

"I talked to the landfill manager today and reminded him of those late fees. I also told him the Ohio attorney general's office has asked us for the status of those tipping fees payments," said Meyer.

And Hays reported the authority's employee health care cafeteria plan will have to be rewritten this year to comply with the Affordable Care Act.
