Steubenville city manager search down to three

STEUBENVILLE - Steubenville City Council will meet at 9:30 a.m. Sunday in executive session to review the final three candidates for the city manager job.

The meeting will be held in the City Hall Pugliese Conference room.

Third Ward Councilman Greg Metcalf said council members interviewed the final three candidates by telephone Tuesday night.

"We want to think about the interviews for a few days. We will meet Sunday to decide who we will invite to the city for a face-to-face interview. And at that point the citizens' review committee will join us for those interviews," said Metcalf.

Each council member has selected a representative for the citizens' review committee.

For the second week in a row one of the five final candidates withdrew his or her name from consideration.

"We were scheduled to interview four final applicants Tuesday night but one of the candidates withdrew their name from consideration," explained Metcalf.

"We are making progress and we are working hard to meet the Sept. 14 deadline for offering the city manager job to a candidate," said Metcalf.

The search for a new city manager started with 34 applicants after former City Manager Cathy Davison resigned from the job in mid May ending a 38-month tenure.

The advertisement for the job said the city has a population of 18,000 residents and has an annual budget of $11.3 million.

The charter states the city manager will "be responsible for complete operation of a full service city and all service and safety departments.

The salary is open and the successful applicant shall, within six months of appointment establish and maintain residence in Steubenville."

The city charter requires applicants to possess an "undergraduate degree in public administration, business administration or related field and have at least two years of experience as a city manager or assistant city manager or in the alternative have at least 10 years of experience as a city manager."

According to the city charter, "Once the applicant is chosen, the said applicant must be on the job within 30 days from the date he or she is hired."

Under the terms of the city charter Mayor Domenick Mucci is currently serving as acting city manager.
