Arrested: Amber Ruttencutter, 28, no fixed address, Mingo Junction, and Christopher M. Mosser, 39, 401 Labelle St., Brilliant, possession of crack cocaine, Monday. Mosser also charged with possession of drug paraphernalia, while Ruttencutter was cited for no operator’s license. They were taken into custody after a traffic stop for speeding in the 700 block of North Seventh St.
Winded: An officer was able to replace a wheel that had fallen off the “Patron Saint of the Disabled” nutcracker at Steubenville’s Nutcracker Village, Tuesday. Damage appeared to be caused by wind, they said.
Theft: Employees at a Fort Steuben Mall store said a woman left with a black puffy coat she hadn’t paid for, Monday.
Brazen: A resident in the 800 block of Longford Drive said a white woman with blonde hair took the handle off a door in a failed attempt to get inside home, Monday. When she couldn’t unlock the door, resident said she tried pushing it in but could not. Suspect had fled area before police arrived.
Suspicious: Two men in the 500 block of Maxwell behaving suspiciously, Monday. When a resident saw them, the two attempted to hide behind a shed, police reported.
Spotted: Employees at a Sunset Boulevard business reported seeing medicine by their store, Monday. Officers said upon inspection, the discarded items turned out to be anti-diarrhea medicines.
Hit-skip: The owner of a vehicle parked in the 1500 block of Oregon said it was sideswiped and the driver left the scene, Monday.
Cited: Nicholas S. Franklin, 38, 709 Pine St., Steubenville, driving under suspension.

Harassment: A Wells township resident reported receiving harassing messages via Facebook Messenger from an acquaintance of her recently deceased mother, Tuesday.
Suspicious: A neighbor reported seeing several people in a car on a property in Springfield Township, Amsterdam, where they didn’t belong, Tuesday. When questioned by police, the three people all told a different story about why they were on the property, deputies said.
Neighborhood problem: A Vireo Drive, Wintersville, resident reported a neighbor had accused him of throwing gum on his roof while he was putting up his Christmas lights, asking him if “you want a piece of me?” and threatening to dump trash on his property, Monday.
