Police reports

Steubenville police

Arrested: Shanae Smith, 20, 326 Highland Ave., assault, Saturday.

Arrested: Joseph L. Miller, 44, no fixed address, trespassing, Saturday.

Cited: Jodi L. Mercer, 34, 1410 Euclid Ave., driving while suspended; Eric Byrom Jr., 42, Apartment 516 815 North Sixth St., public intoxication; and Roger Davis, 28, 1430 Ridge Ave., driving while suspended and expired plates.

Vehicle vandalism: A resident reported the entire length of the driver’s side of a vehicle was scratched and all four tires were slashed while parked in the 800 block of Brady Avenue Thursday night.

Animal threat: A juvenile reported a black pitbull terrier approached her, barking and growling, near West Adams Street and Lawson Avenue and she sprayed it with mace before fleeing Friday afternoon.

Fallen pedestrian: A man was reported lying in the 500 block of Market Street. He was treated and released by the Steubenville Fire Department.

Hit and run: A vehicle in the 800 block of Jeannette Avenue was struck by another Friday or Saturday.

Break in: Police responded to a report of property damage on the 600 block of Dresden Avenue, Sunday. According to the report, the resident told police the residence had been entered and several items were damaged. Police observed a broken mirror, clothes and purses to be cut and thrown and a computer broken on the first floor. Police observed clothes to be “cut in a way to make them unwearable” and thrown everywhere on the second floor. The report said there was no sign of forced entry and the incident occurred when the resident was not home.

Mowed: Police responded to a report of a reportedly intoxicated man driving a lawn tractor and striking a car on the 200 block of South Fourth Street, Sunday. Upon arrival, police observed the man leaning against a building and the tractor parked. Police observed the man struggling to balance and his speech “barely coherent.” The man had a strong odor of alcohol and had urinated, the report said. Police observed a bag on the tractor containing multiple open cans of beer. Another man approached and told police the intoxicated man struck a parked car with the tractor. Police determined it was unsafe to conduct a field sobriety test because of the man’s lack of balance and placed him into custody. The man refused to submit to a breath test and was transported to the hospital for treatment due to his level of intoxication. Fred A. Horner, 57, 3610 Wilson Ave., Wintersville, was charged with operating a vehicle under the influence, driving under suspension and failure to control.

Summonsed: Police removed a woman from a home that was supposed to be vacant and found an active warrant against her, Sunday. According to the report. Deborah Schiffman, 39, 1316 Park St., was issued a summons for a bench warrant.

Shots fired: Police responded to a report of shots fired on the 1400 block of Wellesley Avenue, Sunday. According to the report, the investigation is ongoing.

Charged: Brandon McLaughlin, 39, 525 Clinton St., was charged for a failure to appear warrant, Sunday, and released with a summons.

Cited: Leslie M. Smith, 46, 507 Cedar Ave., was cited for failure to signal and summonsed for possession of drug paraphernalia, Sunday.

Stolen gun: A South Fifth Street resident reported a man they have been seeing stole their handgun, Sunday. According to the report, the woman said the man from out of the area was in her residence the night prior and she noticed the firearm missing on Sunday afternoon. The report said the woman confronted him, and he told her he “put it back.” The woman provided the police with screen shots from social media of the man wearing the gun on his hip.

Charged: Robert T. Geary, 39, 956 Sherman Ave., Steubenville, failure to appear, domestic violence, Friday; Elijah Rine, 26, 227 Township Road 152, Rayland, domestic violence, assault, Friday; Lawton Brokaw, 41, 260 Quincey Ave., Tiltonsville, failure to appear, Friday; Gabriel Welshans, 33, 711 McNary St., Sturgeon, Pa., possession of drugs, Friday.

Firearm report: The sheriff’s office responded to a report of a man with a firearm destroying property inside a residence in Island Creek Township, Sunday. According to the report, the deputy located the man in a vehicle with a juvenile outside the residence. The deputy checked the man for weapons and did not locate one. The deputy detected an odor “similar to that of marijuana.” The deputy spoke to the juvenile who said they did not know why the police would be there. The resident arrived and showed the deputy a text from the juvenile stating the man was “beating up” a television set. The resident said nothing had been destroyed after checking the residence. The report said the deputy began a probable cause search of the vehicle and located a .45 caliber handgun with the “hammer cocked.” The deputy rendered the weapon safe and found a round in the chamber, more rounds in the magazine and the safety off. The man was placed into custody and observed to have an odor “similar to that of alcohol” emanating from him.The man also admitted he was on parole, according to the report. Calvin D. Bryant, 33, 1333 Euclid Ave., Steubenville, was charged for improperly handling a firearm in a motor vehicle, carrying concealed weapons, having weapons under disability and having weapons while intoxicated.
