Jefferson County sheriff

Charged: Richard Robert Dobbs, 26, 104 Stewart St., Empire, charged with domestic violence, Wednesday. Neighbors had reported hearing a woman screaming, “no, stop,” and objects smashing, but when deputies arrived on scene and asked to speak with her, Dobbs allegedly told them, “She doesn’t want to talk to you, she’s packing her (things).” Deputies said they told him to take a seat while they spoke with his girlfriend but claim he refused, telling them he “didn’t have to because he knew his rights” at which point they handcuffed him and sat him in the cruiser for safety so they could talk with her. Deputies report she had “visible injuries to the left side of her face, her eye was very swollen and had a very large contusion just above her left eye.” She claimed Dobbs had hit her several times and grabbed her by the throat with both hands and choked her until she thought she was going to pass out, deputies said. She said it wasn’t the first time it’s happened but she didn’t want to file charges, “she just wanted to pack her stuff so she could leave.” She was taken to Trinity West for evaluation. Dobbs told them the fight started that morning when she climbed over him to get out of bed “and caused his injured toe to hurt,” after which the argument spiraled out of control. He claimed it was the first time he put his hands on the woman, though he said he’s been in trouble for domestic violence before.

Booked: Jeanne D. DiGiulio, 44, 180 North Fourth St., Apt. 309, Steubenville, failure to register as a sex offender, Wednesday.

Steubenville police

Halloween fervor: Halloween decorations erected in the 500 block of Lawson Avenue were trashed, Wednesday. Wooden tombstones were broken at the base, and a large skeleton sitting on a bale of hay and some witches were broken and stepped on, police said. Pumpkins also were knocked over. Several hundred dollars in damages was done, police said.

Fled: Walmart employees say they watched a woman scan a Mentos container over and over instead of the actual price of the merchandise she was bagging, then tried to leave the store, Wednesday. When she was stopped at the door, she left the items behind and jumped in her car. The merchandise in the cart was valued at $327, but the woman paid only $25, police were told. Store personnel were able to describe the car and give police the license plate number.

Booked: Margo L. Thornton, 58, 732 Rosswell Ave., Steubenville, petit theft, Tuesday. Walmart employees claim Thornton bagged $260 worth of clothing she didn’t pay for, police said.

Walk away: A woman in the 500 block of Ohio Street told police she wanted her boyfriend to stay away from her, Tuesday. She told police he’d hit her in the face in the middle of the intersection of Ohio Street and Pennsylvania Avenue.

Moved: A man sleeping on the stage at Historic Fort Steuben was told he’d have to find someplace else to stay, Tuesday.

Booked: Mykalia A. Hale, 20, 927 Logan Ave., Toronto, failure to comply, Tuesday. Hale also was cited for a one-way street violation, driving under suspension and reckless operation after she allegedly turned the wrong way onto a one-way street then refused to stop, police said.

Code issues: Notices of violation were sent to owners of properties at 151 Keagler Drive, 226 North Fourth St.; Washington Street at Court Alley; 427 Washington St.; 138 North Fifth St.; 2117 Glenn St.; 1311 Belleview Blvd.; 1529 Ridge Ave.; and 1531 Ridge Ave., all for high grass.

Stopped: Three people were taken into custody following a traffic stop on Linden Avenue at Slack Street Tuesday. Charged were Franklin Bonar, 44, no address listed, felony possession of drugs, possession of drug paraphernalia and falsification; Sara Moore, 26, 415 Linden Ave., Steubenville, possession of drugs, possession of drug paraphernalia, possession of a hypodermic and tampering with evidence; and Neal Jackson, 41, Adena, failure to appear.

Vandals: A Sherman Avenue resident said someone is kicking his metal doors in, Wednesday.

Reported: Someone forced entry into a vacant building in the 100 block of South Ninth Street, Tuesday.

Stolen: A Cunningham Lane resident told police someone stole a Sony TX5 camera from his home, Saturday. He told police the only person who’s been in the house was a woman he knows who came in to use the phone recently, telling police he stepped out to smoke while she was there. He admitted he didn’t see her take it.
