Dangerous dog: An Oak Grove resident was cited after a dog in his care bit a man in the face and arm, Thursday. Police said DeAngelo I. Gaskins, 26, 1434 Oak Grove, was cited for dog at large after the dog attacked a man trying to change the oil in his truck. The victim’s girlfriend said she heard him screaming and came outside in time to see “her neighbor’s dogs running down the street … to the rear of a residence” several doors away. Gaskins told police he’d had that dog and a smaller one out on a lead and said they’d only been out for “like 10 minutes” before he took their leashes off, but police noticed the lead was broken at the anchor, not unfastened at the collar. Police deemed the dog a dangerous animal.
Home alone: An 8-year-old told police she woke up to an empty house, Thursday. She said she was at a family member’s apartment and took a nap, and when she woke up there was no one in the residence. As police were speaking with the child, the homeowner returned home and told them she’d gone out to pick up a prescription and didn’t expect the child to stir while she was gone.
No can do: A Market Street resident wanted police to cite a driver he’d seen run a red light, Thursday. Police told him they can’t do that.
Rude and crude: A man living in Fort Steuben Apartments allegedly threatened a woman because maintenance workers had to go into his apartment to address black mold, Thursday. The employee said he came to the manager’s office “and began to yell at (her), using profanities” and threatening to beat her up.
Overdose: Callers reported a man down in front of the post office, Thursday. Police said they attempted to wake him with a sternum rub and when it didn’t work, they called Steubenville firefighters/EMS, who revived him with Narcan. He told police he’d taken meth, so he was issued a drug treatment form and transported to the hospital for further treatment.
Overdose: A man in the 500 block of Highland Avenue who overdosed admitted he’d used fentanyl, Thursday. Police gave him a drug treatment form and advised him he had 30 days to receive counseling for his addiction, then was taken to the hospital for treatment.
Overdose: A woman in the 600 block of Lincoln Avenue flagged an officer down after spotting a woman laying on the sidewalk, “clearly overdosing,” Thursday. Police couldn’t stir her, so Steubenville firefighters/EMS was called and revived her with two doses of Narcan. She told police she’d snorted “some kind of powder” and was given her second overdose form and taken to the hospital for treatment.

Booked: A city resident picked up on a warrant out of Carroll County for aggravated possession of drugs and a misdemeanor drug charge had what he described as “a kernel-sized meth rock” in a pill bottle, Thursday. Mark A. Hiner, 56, 993 McKinley Ave., was booked into the county jail on the Carroll County warrant and possession of drugs, police said.
Partied on: An intoxicated male was reported in a parking lot in the 100 block of North Fourth Street, Thursday. Police said the man was “highly intoxicated” so they gave him a ride home.
Too much: Police were asked to do a welfare check on an intoxicated woman in the 800 block of North Sixth Street, Thursday. Police said the woman was “hard to understand” but said she was fine and didn’t need their help.
No doze: A caller asked police to check on two people in a car parked outside the midtown Speedway, Thursday. They told police they were just sleeping and left the lot. Several hours later they encountered the male again, this time parked in the 900 block of McKinley Avenue, and said after several attempts they were able to awaken him. Steubenville firefighters/EMS were called to check his vitals and he was found to be stable, police said. At his request, they gave him a ride downtown.
Lock it or lose it: A Scioto Drive resident told police he returned home to find his pistol missing, Thursday. He said he left the gun in his trunk but wasn’t sure if he had locked his car. A bystander notified police later he had photos of three suspicious men he’d seen lurking behind the building and said they left in a white car.
Booked: Alan Martin, 40, no fixed address, Steubenville, criminal trespass and possession of drug paraphernalia, Thursday. Employees said Martin refused to leave a building in the 100 block of North Fourth Street, despite having been banned from it. Martin told police he didn’t know he’d been banned from the building, but the employee said he’d personally handed him the paperwork and had advised him multiple times that he wasn’t allowed in the building. Police allege they located several meth pipes in Martin’s backpack and pockets.
Dumping ground: A Sunset Boulevard resident found two suitcases in her front yard when she woke up, Thursday. Police opened them and found them to be “empty and used,” and disposed of them legally for her.
Cited: Seam A. Young, 37, 2666 Alvarado Blvd., Steubenville, speeding; Delvion Proctor, 37, Clinton, Md., driving under suspension; and James McClelland, 45, 133 Bass Drive, Weirton, driving under suspension.

Confiscated: A Toronto man who allegedly purchased more than $2,600 in cannabis products in Detroit and brought them back to Ohio is facing felony drug possession charges, Thursday. Deputies said Ross Joseph Sheppard, 28, 405 N. Third St., Toronto, had “a copious amount of marijuana packaged from a marijuana dealer out of Detroit” when his car was pulled over on state Route 7 near Costonia after multiple marked lane and other violations. Deputies said they found a little more than 530 grams of marijuana and 10 grams of hashish dab pens, which constitutes two felony charges, and said Sheppard claimed to have an Ohio medical marijuana card but couldn’t produce a copy with the expiration date visible. Deputies allege the driver of the vehicle, Isabel Segoviano-Gonzalez, also is facing charges for driving under suspension, reporting she already had four open sus
