Steubenville Police Theft alleged: A woman employed by Wal-Mart’s in-house delivery service ended up in police custody after she allegedly tried to leave the store with personal items she hadn’t paid for along with an order she’d picked for a client, Sunday. Police said Jennifer L. Phillips, 46, 1503 Ridge Ave., Steubenville, was charged with theft of nearly $100 in merchandise and banned from the store.
