Arguing: Callers reported a couple spent over two hours arguing in a vehicle parked out-side the hospital Saturday. The couple told police they'd been fighting about whether they needed to seek mental evaluations but had decided not to.

False claim: A Stark-dale Road resident told police Saturday someone filed for unemployment benefits in the name of his late wife. The man told police he found out about the fraud when he received paperwork in the mail.

Think: While on patrol an officer spotted two dogs tied to a porch on Spring Street without food, water or shelter Friday. Officers pointed out to their owner temperatures had dropped to the 13-degree range, and the animals needed to be inside.

Uninvited guest: A woman returned to her home in the 1200 block of Oak Grove to discover her front door open. Police said the door was broken almost in half, and the handle and locking mechanism were ripped from the door.

Misplaced: A Kroger shopper was unable to locate his vehicle Friday. Police looked for it but could not locate the vehicle. The man told police he's the only person with keys.

Distress: A caller re- ported seeing an unresponsive male slumped over on the sidewalk at Carnegie and Pennsylvania Avenue Saturday. Police said the man was resuscitated by fire-fighters with Narcan.

Bothersome: A woman in the 700 block of Market Street told police she's being harassed by a man known to her. The woman told police the man lives in the same complex and hangs out at the same club, and whenever he sees her he makes crude remarks and threatens to shoot her or have his daughters come to town to beat her up.

Sighting: A caller re-ported seeing two males on top of a roof early Saturday morning in the 1400 block of Belleview Boulevard. Police were unable to locate the men.

Fraud: A woman said she got a call from some-one purporting to represent CVS Saturday who tried to get her Social Security number. She said the caller asked if she'd received her new Medicare card, and when she said no the caller requested her Social Security number "so they could take care of that now." The woman was concerned that someone else might not recognized it for the fraud it is.

Charged: William E. Vandyke, 26, 502 Woodlawn Road, Steubenville, was charged Friday with petit theft, possession of drug paraphernalia and possession of drugs. Police allege Vandyke tried to leave Walmart without paying for a shopping cart full of items tha hadn't been scanned or paid for. They said store personnel told them they watched Vandyke put two cans of Red Bull on the self-checkout, then place two receipts on the counter in view of the camera, and when they questioned him told them his girlfriend had paid for the other items already. They allege surveillance footage showed the couple had paid for three video games, but no clothing or other items were in the cart at the time. Store personnel said they recovered $310 in merchandise from the cart. Police reported Vandyke had a crack-pipe and five individual baggies of a white, rock-like substance believed to be crack in his possession when he was taken into custody.

Arrested: William T. Tunno, 33, 329 West St. Extension, Weirton, was charged with possession of drugs and possession of hypodermic needles Saturday. City police found two needles in his pocket and what they believe was a small bag of heroin on the floor of his car when they searched him after serving Tunno with a bench warrant for failure to appear.

Pointed: A caller re-ported seeing a man standing outside a car in a Hollywood Plaza parking lot pointing scissors at someone in the vehicle. Both the man and his girlfriend denied there was a problem, with the girlfriend telling police he'd accidentally taken the scissors into the store and brought them back to the car.

Cited: Troy M. Wade, 31, 1526 Orchard St., Steubenville, driving under suspension and a stop sign violation; Cody Lee Hanlin, 37, 3640 West St., Weirton, driving under suspension and a marked lane violation; Amanda R. Albertson, 27, 404 North Chestnut Ave., Niles, DUS; Joni M. Farmer, 46, 709 Kendall Ave., Steubenville, stop sign violation.

Served: Terald J. Herring, 44, no fixed ad-dress, was issued a summons Saturday for failure to appear.

Arrested: Guy V. Thomas, 30, 2629 Sunset Blvd., Steubenville, was served bench warrants Saturday for a probation violation and failure to appear for arraignment.
