Steubenville police
Charged: Two people suffered minor injuries in a two-car hit-and-run accident at Fifth and Market streets Wednesday, police said. Witnesses told police an eastbound white pickup with “very distinctive graphics and running boards” ran the red light, crashing into a car traveling south on Fifth Street across Market Street. The driver of the pickup fled the scene, but not before bystanders snapped pictures of the vehicle that they gave police. Brendan Skinner, 47, 447 Spring Ave., was charged with hit/skip and driving under suspension, police said. Police said they recognized the Skinners’ truck from the pictures witnesses showed them, and when they arrived at the Spring Avenue location spotted brown transfer paint on it. They said Skinner and his wife initially denied involvement, but eventually Brendan Skinner told them his license was suspended and he was uninsured.
Out of it: Callers advised a male and female were passed out in a parking lot at Hollywood Plaza, Wednesday. The couple advised they had been taking a nap. The male refused to let them search his vehicle and police didn’t see anything that would permit a plain-view search, but he was wanted on a bench warrant so he was booked.
Code issues: A notice of violation was sent to the owner/occupant of a property at 432 Maxwell Ave., garbage and junk piled in rear.
Booked: Zachary Henderson, 34, 2012 Maple Ave., Wellsburg, bench warrant, Wednesday; Roger Flati Jr., 31, 142 N. Sixth St., Steubenville, bench warrant, Wednesday.
Headache: A Wellsville woman claimed another woman gave her information last year when she was caught stealing at a Steubenville store, Wednesday.
Reported: Callers reported hearing shots fired in the vicinity of Plum Street and Henry Avenue, but officers were unable to locate the source of the report.
Damaged: A resident in the 1200 block of Ridge Avenue found a hole in a window caused by a BB gun. Police said juveniles were spotted with a BB gun at a nearby residence, and when they went to the residence, they found BBs on the porch. They talked with the juvenile and parents.
Alerts: A patient on a mental health hold at Trinity West was texting the Department of Homeland Security tip line. The patient’s cell phone was seized.

Booked: Neil Jackson Sr., 42, 309 Standard St., Mingo Junction, felonious assault, domestic violence and failure to appear, Wednesday; Jessica Ann Konczal, 35, 900 5th St., Apt. 9, Brilliant, warrant out of Harrison County, Wednesday. Konczal also was cited for driving under suspension.
