Steubenville Police 

Beat the wave: A city resident told police he's tired of his neighbors using "sonic wave pistols" meant for animal control to shoot sonic waves at his home, Tuesday. He said for the past three years people living in the houses on either side of him have been using them to "shoot sonic waves at his residence." He said the waves cause loud noises and bright lights, and the waves can penetrate brick, the windows and aluminum foil he was told to use to block them. He asked police to talk to the neighbors "and stop the harassment." 

Love hurts: A North Seventh Street resident told police her ex pushed her out of his car in the vicinity of South and Seventh streets and left the area, Tuesday. She said they were involved in an altercation, and he stopped the car and shoved her out. She wasn't injured and didn't want to pursue charges but she did request a ride home. 

Code issues: The occupants/owner of a property at 326 S. Fifth Street will need to remove "engine parts, car parts and other junk" piled at the rear of the property, authorities said. 

Cited: A caller complained that a vehicle had been parked in the same spot since October, Tuesday. Police said the vehicle's plates expired Nov. 1 so the vehicle was towed and a citation issued to the owner, Anita L. Ray, 55, 520 Logan Ave., Mingo Junction, expired plates. 

Move on: A Carnegie Street resident wanted police to remove a male from the sidewalk in front of her home, Tuesday. He collected a few belongings and left. 

Bad move: An Arlington, Ohio, man is facing a disorderly conduct charge after police were called to the emergency room because he was allegedly being combative with personnel, Sunday. Police said Sean M. Lucas, 35, refused to listen to hospital staff, and when police tried to guide him to his bed they said he began yelling and threw himself on the floor. They got one hand cuffed but he freed his other hand and began grabbing an officer's equipment, police said. EMS personnel told police the mad had been at a party where he took synthetic marijuana and said he'd become combative on the way to the hospital.  

Unliveable: The occupant of an apartment in the 1400 block of Pennsylvania Avenue told police she was withholding her rent because conditions in the dwelling "were atrocious and the landowner has not made repairs as promised." Police said a drop ceiling had collapsed, there were boards around the windows and the city had shut off the sewer system because of back-flow into the basement and claimed when she goes out he and others "enter the apartment and toss her belongings." She said the landlord was pounding on her door and harassing her for the rent but it wasn't due until Jan. 15 and she'd put the money into escrow and hired an attorney. Police advised her to document conditions with her attorney as soon as possible and find somewhere else to live. The landlord said he's frustrated because she "does not communicate with him and. .. refuses to pay her rent." He was advised to file an eviction notice. On Tuesday, the tenant told her apartment had been boarded up with her belongings inside. She said the property manager told her she'd been instructed to secure the residence for safety reasons, but she hadn't been served with an eviction notice. The property manager said she'd posted a three-day notice on the door Monday but the house caught fire afterward. The tenant removed a few things from the house and told them she didn't want anything else. 

Door knocker: Residents in the 3000 block of Whitehaven Boulevard told police a man had been knocking on their door and then laid down on their porch and wasn't leaving, Saturday. Police said when they tried to wake him up "all he did was mumble," so he was taken to the hospital for evaluation.  

Sober up: Police said a "highly intoxicated" woman in the 4000 block of South Fourth Street told them a visitor had caused a disturbance and injured her ankle, Saturday. They said they didn't observe any bruising or swelling to her ankle. The visitor said he had gone there to spend time with the woman, but on the way the woman began texting him racial slurs so he tried to confront her. He said she wouldn't answer the door but eventually another man came out and they talked about it, insisting nothing physical had taken place. The drunken woman insisted she wanted to file charges but refused to let them speak with the witness, but as they were leaving the man entered the hallway and spoke with police. He said he was confused and had no idea what had occurred.  

Purse stolen: A woman who intervened when her sister's ex was being verbally abusive said he reached in her car and grabbed her purse, then fled, Sunday. She said she called him and he agreed to return the purse to a downtown gas station to avoid criminal charges but he never came. Police said they stood by while she called him back and he admitted he had her purse and repeated that he would bring it to her, but police said it was apparent he was "playing games and was not coming to return the purse."  

Gun fired: Five casings were located in the 1500 block of State Street after callers reported hearing shots fired on State Street at Union Avenue, Sunday. The casings were from a Winchester 9mm luger.  

— Someone heard what sounded like three shots fired in the 900 block of Sherman Avenue, Friday. Police said they checked the area, including apartments and parking lots, but couldn't find any evidence a gun had been fired. They said the area was "calm and quiet."  

— Shots also were reported Saturday in the 2600 block of Alvarado Boulevard, but police checked the area and didn't find evidence of any problems.  

— A caller reported hearing a shot fired in the vicinity of Maryland Avenue and Pittsburgh Street, but police said everything appeared normal, Saturday. Bystanders told police they saw fireworks in the 1400 block of Ridge Avenue.  

— Someone reported hearing what sounded like a shot being fired in the area of Woodlawn Road and Oregon Avenue, but police said they didn't find anything out of the ordinary.  

— Police determined callers who reported shots fired at the north end city limits heard fireworks, Sunday.  

Unattended: Police tracked down the owner of a car left in a parking lot in the 800 block of North Sixth Street for several hours with the driver's door completely open, a handgun in the driver's door pocket and debit/credit cards and cash in plain view, Saturday. The gun wasn't loaded, they said, but there was a strong smell of raw marijuana in the car and they found marijuana "shake" on the floorboards. The owner arrived at the scene and took possession of his vehicle and the gun.  

Charged: A North Fourth Street resident and her boyfriend were taken into custody after a third person reported being assaulted, Sunday. Nicole Hubbard, 43, and Brian Emery, 44, both of 403 N. Fourth St., were each charged with domestic violence, police said. Emery was also served with a warrant out of Columbiana County charging him with failing to appear.  

Wouldn't go: Residents of a Market Street apartment needed police to get a man to leave, Friday. Police found him there and told him he needed to move on.  

Hit-skip: A Brady Avenue resident told police someone hit her parked car, Sunday. Police said the passenger door and left rear wheel well were damaged.  

Off road: A Brady Avenue resident said someone drove through his yard, Tuesday. He said he heard squealing tires and when he looked outside, saw a cream-colored vehicle leaving the scene. Police said the grass in his yard and a neighboring lot were torn up.  

Vandalized: An Oak Grove resident told police she woke up to find her windshield shattered, Friday. She said she's not having problems with anyone and has no idea who would want to damage her car.  

Charged: Tonya E. Wallace, 51, 1317 W. Adams St., Steubenville, violating a protection order, Friday. A male had asked police to remove Wallace from his property, and after they located her in an alley behind the residence, they discovered he had an active protection order barring her from contacting the male. En route to the sheriff's department Wallace complained of health issues and was taken to the hospital for tests, so police ended up issuing a summons.  

Fraud: A Grenard Parkway resident said someone is using his bank account to make Door Dash purchases, Friday. He told police he's never used the delivery service.  

Charged: Wal-Mart employees told police they watched a woman take a price tag off a bag and fill it with merchandise, Friday. They allege she tried to leave the store without paying for the items in the bag, which they said totaled $103. Police said Chelsea L. Metz, 29, 1111 Neville St., Follansbee, was charged with petit theft. She also was charged with possession of drug paraphernalia after telling them she had a glass pipe stashed in her bra, police said.  

Stopped: Wal-Mart employees told police they'd watched a man skip-scan merchandise, Friday. Henry C. Vanmeter, 20, of New Jersey was charged with petit theft after employees allege he tried to leave the store without paying for the items, police said.  

Drugs: Firefighters told police they administered 8 mg of Narcan to a male overdosing inside a business in the 700 block of Market Street, Sunday. His girlfriend told police she'd found him on the floor and realized he wasn't breathing.  

Cited: Nazaiah Hawkins, 21, 810 Sherman Ave., Steubenville, DUS; Sharon White, 62, 1030 Cadiz Road, Lot 8, Steubenville, speeding and no operator's license; Delshawn Byron-Owens, 47, 168 Talbott Dr.ive, Wintersville, red light violation; Joshua J. Gooch, 36, 732 N. 6th St., Apt. H, Steubenville, open container in a motor vehicle.  

Robbed: A North Seventh Street resident told police someone stole her Apple iPhone 7, $10 in cash and some hand lotion from her apartment, Monday.  

Booked: Leslie A. Palmer, 41, 1240 Oregon Ave., Steubenville, warrant for failure to appear, Monday.

Lesson not learned: A 17-year-old from Dillonvale was cited for a turn signal violation and failure to maintain control after crashing the car he was driving into the bridge at state Routes 152 and 150. Deputies said they'd caught the teen driving without a license in August and said he failed to signal a turn when they spotted him in Dillonvale Tuesday at the wheel again. They said when they tried to pull the youthful driver over, he ran a stop sign and headed east on Route152, but failed to negotiate a curve and struck the bridge. The youth told deputies he'd fled "because he had no license and because of adrenaline." He also admitted having a small amount of marijuana in the vehicle along with a bong to smoke it, both seized. 

Miscreants: A Yorkville woman told deputies she thought three young girls were responsible for blue food coloring thrown on her newly paved driveway, Tuesday. She said she saw the trio walking down her street just before the driveway was vandalized. Deputies saw the three of them at the Warren Township Park, but by the time they got there one of the girls had walked away. The two remaining girls, a 14-year-old from Yorkville with red dye in her hair, told them the third girl had blue dye in her hair, lived nearby and had probably stolen the food coloring from the Dollar Store. The homeowner didn't want to pursue charges at this time. 

Headed for trouble: A 14-year-old Yorkville girl and her 12-year-old friend from Yorkville left home without permission, Wednesday. The younger girl had slept over, and the older girl's father said they'd wanted to leave the house and he told them no. When he checked on them later, they'd fled the house. He said his daughter was wearing a black T-shirt with yellow and orange flowers, black jeans and black boots. The younger girl was wearing a black hoodie and plaid pajama jeans. The 14-year-old was already on probation, so a warrant will be issued. 

Wasn't me: Deputies were asked to do a welfare check on a Mingo Junction resident who called family members asking for help, then hung up, Sunday. They said the man greeted them at the door when they arrived at his home, and though he was intoxicated he said everything was OK and insisted he hadn't called anyone.  

Puzzling: An anonymous caller reported a woman asleep in a car with the engine running at a gas station in Amsterdam, Friday. The woman "appeared extremely tired and was slurring her words ... (repeating) herself more than once because (the deputy) couldn't understand her," but told deputies she doesn't drink or do drugs and figured "instead of driving home tired, it would be best to sleep in the parking lot." After ensuring she wasn't under the influence deputies still had concerns about her being at the wheel so they had her call a family member for a ride home.  

Bumper pool: While on patrol deputies spotted an unoccupied white Chevy Silverado with significant front-end damage parked in a business lot in the 4400 block of Sunset Boulevard, Saturday. They said the headlight, fender and bumper were damaged and the engine was leaking radiator fluid, the interior lights were still on, the vehicle was unlocked and an iPhone belonging to the driver was located on the rear floorboard. Family members said she has a drinking problem and might have been afraid to go home, but after deputies, her family and friends tried repeatedly to locate her the Hopedale woman was found there. She said she hit a deer. Deputies said they checked with authorities throughout the area for reports of a hit-and-run but nobody had reported any.  

Nuh-uhh: A Two Ridge Road resident said three children in her building "were harassing her and even threw water on her," Monday. The children insisted they hadn't done anything and their mother said she'd sent them outside "for a couple minutes" while she put her groceries away, saying they and their friends "were taking too much room in the house and (she) needed them outside for a minute." She said she periodically checked outside from the hallway of her building and saw them playing in the yard, not by her neighbor's door, and insisted they "never went up to 'her'."  

Deserve better: An anonymous tip led to a welfare check of two youngsters aged 4 and under, Monday. Deputies were told the children were living with their mother in "deplorable conditions," and the woman doesn't have custody of them and was currently on probation for child endangerment. The woman initially told them the children weren't in the home, which she shares with a boyfriend, but when she found out deputies had to go inside to make sure they weren't there she admitted they were inside and told them she lied due to "not wanting her children being taken off her and her going to jail," officers said. The residence has electricity but no running water, so they used bottled water and captured rain in a barrel. The refrigerator didn't work and was filled with out-of-date items and mold, and the woman told them she wants to get rid of it but can't find anyone to take it out. There was a litter box filled with feces "appearing not to be cleaned out for a long period of time" as well as human feces in the toilet, and she told them she uses water from the barrel outside to flush it. There was a locked door and she insisted the room was empty and the door "just stays locked," but deputies discovered a second entrance to the room and found the male who was living with her hiding behind a standalone closet. He told them he hid because he was "scared of going to jail due to the children being at their residence." She said her ex is going through a break-up and had asked her to keep the children for a few days, They were turned over to their father. 

Camera buff: A Toronto-area man seen taking pictures of a neighbor's property told deputies the former owner of the property wanted to see her old home without the large pine trees that had been in front of it, Tuesday. He said he stopped to take the pictures, unaware a school bus would be arriving while he was still standing in the road snapping them. The new homeowner was relieved. 

Lost: A Rayland octogenarian en route to a Canton hospital to visit a family member never arrived, Tuesday. Authorities and her family are trying to locate the missing woman. 

Stiffed: A Bergholz man allegedly paid for his pizza with a bad check, Monday. The owner of a Richmond pizza shop told deputies the man had written him a check for $63, but it bounced. It was drawn on a closed account at the Pennsylvania State Employees Credit Union 

Burning up: Two men spotted loading wood into a trailer told deputies they "travel all over the county, (clearing) ditches of downed trees and cutting them up for firewood, Monday. A homeowner on county Road 26 had thought the men had come on his property and wanted them warned not to return. Deputies told the pair to stay off private property and, to avoid problems in future, seek written permission from county officials "before taking items from the county-owned right of ways."
