Brooke County Sheriff
Charged: Charles J. Williams, 45, 101 Spring St., Follansbee, strangulation and malicious assault, Monday. Dispatched to a disturbance at a Follansbee home, sheriff's deputies said they found Williams over a man known to him, striking him in the head and face and attempting to choke him. They said a Taser was used to apprehend Williams.

Steubenville Police
Abusive: A woman in the 1200 block of Lincoln Avenue told police her husband called her downstairs and when she did, he started choking her, Wednesday. She was able to get away from him and take refuge upstairs, but then she heard one of her children crying and went back down for her. She said her husband grabbed her again and started choking her, then grabbed her by the hair and punched her in the face several times, all while she was holding the baby. Her son said when he heard his mom calling for help, he grabbed a knife from his bedroom and stabbed his dad twice in the head when he saw him beating his mother. She had a large bump by her eye and her neck was red. She didn't want to file charges, but officers told her they were doing it for her and arranged a protection order for her and her children. Police said Darren K. Morrison, 42, 1140B Lincoln Ave., Steubenville, was charged with domestic violence, and a gun in his possession at the time of his arrest was confiscated.
Pipe down: A woman in the 400 block of South Fifth Street complained her boyfriend "wouldn't stop fighting with her," when all she wanted was for him "to sleep on the couch" but he refused, Wednesday. He left to sit on a neighbor's porch, but a few hours later a neighbor called in a complaint about a disturbance at the same address. They found the man back in the woman's kitchen, "obviously intoxicated." He told police they'd been arguing "and she would not leave him alone." She said there was no physical violence, but she said she "just wished for (him) to go to sleep on the couch" so she could go upstairs to her bed.
Driver cited, passenger charged: Police tracked a man who allegedly walked out of Wal-Mart without paying for Pokemon cards to a Sinclair Avenue location, Wednesday. Armed with a description of the suspected thief, the car he left in and a partial license plate number, they located Daniel E. Yost, 38, 411 Main St., Follansbee, and charged him with misdemeanor theft and falsification, then served him with a warrant for petit theft. Police said Yost initially gave them his brother's name and told them he'd been at the store but employees took his receipt and "he left merchandise, including the Pokemon cards, at one of the self-checkouts, but they saw "numerous" bags in the back of the car that contained a variety of items, including boxes of football and soccer cards. Employees said the receipt they'd confiscated listed 10 items "but there were numerous more in the bags (they'd) seized from the car" and pegged the value of the merchandise at $138. The driver of the car, Ronald J. McQuillan, 45, 258 Dennis Ridge Road, Colliers, was cited for driving on a revoked license.
Mailed it in: A resident in the 300 block of Scenic Drive reported a package had been stolen from his mailbox, Wednesday. The package was delivered just before lunch time, and within two hours someone in an SUV drove up to the mailbox and removed the package, then drove off. He said the package contained a purse valued at $85 and told police he had video of the theft.
Jumped: One juvenile was charged with assault and police are looking for another after they allegedly assaulted a man walking in the 400 block of South Sixth Street, Wednesday. The victim said one of the boys punched the man in the head from behind, then hit him a second time. He identified the two involved but said only one of them had hit him, but police said surveillance footage showed both kids assaulting him, one of them punching him from behind and knocking him down and the other punching him in the face while he was on the ground.
Fraud: An Oregon Avenue resident told police $513 was stolen from her Ohio Direction card and used at a local business, and $70 was taken from her daughter's SSI benefit card through CashApp, Wednesday.
Rolled: A car rolled over in the 1500 block of Sinclair Avenue, Wednesday. Police said the Hillndale Fire Department was already on scene attending to the driver, who advised he was eastbound on Sinclair Avenue "and did not recall what error took place." He said his vehicle traveled off the roadway and struck a tree before it flipped, rolling over a drop off and into the creek. Police said his vehicle was laying at the bottom of the creek with a large tree that was uprooted and laying on the rear driver side of the vehicle.
Ripped off: A car that had been reported stolen was spotted in the 1000 block of Oregon Avenue, but the woman who was driving it told police she'd agreed to make payments on the vehicle until it was paid off. She said she'd made several payments and was able to show police screen shots of texts between her and the other woman, who when contacted said she had received the money and would make the payment the next day but, since she'd reported it stolen, they had to take the keys and tow the vehicle. The woman who had the car in Steubenville said the other woman "became combative with her when she asked for proof of how much was still owed on the vehicle to ensure she was not making payments on a (car) that had already been paid off" and then reported it stolen.
Freeloader: A man reported someone is using his Lowe's account to make unauthorized purchases on a card he hasn't seen in years and thought he'd canceled, Tuesday. He told police he's not sure when the fraud started but said as of March 27, he discovered the outstanding balance on the account was nearly $6,000. He said he didn't make any of the purchases nor did he authorize anyone to use his account and told police he "hasn't used (it) himself in several years and assumed it had been canceled." He said the majority of purchases were at the Steubenville store.
Big bang theory: Someone reported hearing a shot fired in the 200 block of Lovers Lane, Tuesday. Police were told two men were arguing and shouting across the street and shortly after there was what a witness believed to be a gunshot and then the two men ran north on Lovers Lane, while a third male "came from across the street and into view and fled south on foot." Police were unable to locate any of the men or a shooting scene.
Move along: A GMC Envoy parked in the 1500 block of Foster Place without moving since April 25 was still there, so police arranged for it to be towed, Tuesday. Police said the owner of the vehicle, Maria Roscoe, no age or address available, arrived and paid the tow driver before moving the vehicle herself, and she received a ticket for overtime parking.
Carded: A woman living in the 400 block of North Fifth Street told police a Wal-Mart VISA card she'd loaded with about $300 went missing for several hours after she took it home and left it for a while, Tuesday. She said she bought the card Monday afternoon and left it in her apartment while she did something else, and when she got home it was gone. She said it was returned to her several hours later, but when she tried to activate it, she found out someone had already taken care of it. She said she didn't activate it nor did she give anyone permission to do so and said when she tried to contact the store "they would not tell her if any money (remained)" on it.
Bad luck: An area resident ended up in police custody after a random vehicle registration check led to a traffic stop for an expired registration, Tuesday. Cameron F. Loggie, 23, 106 Locust St., Mingo Junction was booked into the county jail on a warrant for failure to appear, police said. Loggie also was cited for failure to reinstate his license and issued a warning for the expired plates.
Came to blows: Someone reported a male struck a female at a business on Lincoln Avenue, Tuesday. Both were gone when police arrived, but they located the male, who claimed he was defending himself and told them he didn't want to pursue charges. Later, the female reached out to police and said her ex was stalking her and they'd had an altercation in the parking lot. They were advised to keep their distance from each other.
Cited: A city woman was cited after she told police she was trying to turn left from Murphy Avenue onto Plum Street when she crashed into a parked car, Tuesday. Bernada L. Brandt, 47, 217 Murphy Avenue, was cited for failure to control and driving under suspension, police said. Both vehicles suffered disabling damage, they said.
Problem: A loud radio was reported in the 1600 block of Pershing Ave., Thursday. The resident was located, and the homeowner was advised to turn it down.

Fighting: A Mingo Junction woman reported a sibling cut her phone cord and threw a chair at her, Wednesday. She told deputies the chair and another family member hit her arm, but she didn't want to give a written statement or pursue charges.
