Charged: John R. Anderson, 38, Weirton, fugitive from justice, Wednesday.

Charged: Joseph K. Bowman, 26, 188 Bowman Lane, Wellsburg, driving while suspended for driving under the influence, Wednesday.

Steubenville Police

Someone's angry: A woman who parked her car in the 900 block of Sherman Avenue for several hours said she discovered three lug nuts from one tire were missing and the others were loosened, Wednesday.

Concerned: A landlord requested a welfare check on an unknown person in a room padlocked from the outside in a home where he was doing his monthly inspection, Wednesday. He told police he could hear someone in the room, so they went to the property and spoke with the woman inside the locked room, who told them she was OK and was not being held against her will. She said she was leaving later that day.

Good intentions gone awry: Police report a motorcyclist trying to do a good deed clipped a car parked on South Third at Adams streets, Wednesday. The motorcylist said he noticed the hood of the car behind him wasn't latched, and when he turned around to tell the driver he collided with the parked car. Police said the parked car had minor damage to a fender and a bumper, along with a flat tire, while the motorcyclist will need to fix his side mirror and foot peg.

Needed help: A man was passed out under the overpass in the 900 block of Market Street, and police said when they found him he was "sweating profusely and advised that he was unable to get himself off the ground," Wednesday. He told police he'd been trying to walk from the cemetery to his home downtown for at least four hours. Steubenville firefighters/EMS transported him to the hospital.

Hands off: A man told police he damaged the plexi-glass divider on the porch of the Friendship Room after two people he knows only as "John" and "Chrissy" tried to dump things out of his bag, Wednesday. He said they argued and claims at one point the male brandished a weapon so he broke the plexi-glass divider off its mount to defend himself. Surveillance footage is being reviewed.

Struggling: Callers reported a man in the area of North Seventh Street and Franklin Avenue "who appeared to be falling asleep," Wednesday. The man was located in the 900 block of South Street and told them he was having trouble with his feet and it was making it difficult to walk. Police gave him a ride to his home in West Street in Weirton.

Loaded up: A white male with a green backpack stole beer from Kroger, Wednesday. Police plan to pursue charges against him as well as a white male who filled a cart with merchandise and left without paying on April 23. They said that man was "frantically" moving merchandise from his shopping cart when the wheels locked up into another cart that was nearby.

Not amused: A Weirton man told police he was at the traffic light at the intersection of State Route 7 and Washington Street when a young kid threw a Gatorade bottle at his car, Wednesday. Police spotted a scuff mark, but the man was only interested in having a report on file.

Drugs: A city resident was issued a drug treatment form after an apparent overdose in the 1200 block of Park Street, Wednesday. Steubenville firefighters/EMS administered Narcan to the patient and then transported the individual to the hospital.

Invite the neighbors: A big party and a loud radio were reported in the 700 block of Woodlawn Road, Wednesday. Police found the loud radio and advised the person responsible to turn the volume down, and it was turned off. There were only a few people at the residence, so they advised the party host that another call would result in charges being filed.

False alarm: Someone reported hearing a shot fired in the 900 block of Brady Avenue, but police said individuals who were in the area advised they'd seen a firework, Wednesday.

Identified his problem: A city resident approached an officer and advised he needed an ambulance, Wednesday. He told the officer he was having alcohol problems and needed to detox.

Arrested: Jeremy Steven Barger, 36, 2732 Eldersville Road, Follansbee, felony theft, Wednesday. Police said the arrest stems from a vehicle theft reported in the 1600 block of Roosevelt Avenue, and the investigation is ongoing.

Booked: Shawn O. Connor, 50, 1414 state St., Steubenville, domestic violence.

Served: Lauren A. Luke, 35, Oak Grove Avenue, Steubenville, warrant for assault, Wednesday.

Jefferson County Sheriff

Booked: A Weirton man was booked into the Jefferson County jail after the county's K-9 Officer Rasti assisted the Ohio State Highway Patrol with a drug check earlier this week on state Route 7 in Toronto. Ian Tyler Kolman, 305 Wayne Ave., Weirton, was charged by the patrol with possession of drug paraphernalia after 13 hypodermic needles with residue and two crack pipes were allegedly found in the car, deputies said. The driver, a Toronto woman, was not charged. Deputies report the two had admitted to drug use. Kolman also was served by city police with a warrant for failure to appear, Tuesday.
