Love thy neighbor: A Richmond resident said her neighbor was yelling derogatory and vulgar comments at her, Wednesday. She said the woman also comes onto her property when she's not home and had to put up cameras for protection. She told deputies it's been a problem for at leaset 18 months.
Dispute: An intoxicated Mingo Junction resident told deputies another intoxicated man was trying to get into his home and he didn't want him there, Thursday. The man who was locked out has residency there, but the man still in the property said he doesn't want him there. They were told if either of them called 9-1-1 again they'd be arrested for misusing the emergency line.
Report: A caller reported seeing a man on the ground next to the Yorkville police department building and said he "seemed to be under the influence of something," Thursday. Police located the man and said he was, indeed, "highly intoxicated." An officer managed to get him home, where a family member arrived to sit with him.
Questions: A Dillonvale woman told deputies she thought someone in a two-tone burgundy and gold SUV or van was taking pictures of her 9-year-old son on state Route 152, Wednesday.
Damage reported: Mingo Junction residents said they are having trouble with vehicle vandalism, Wednesday. A homeowner told deputies someone has been shooting their vehicles with BB guns and said she and several family members had reported damage to all their vehicles to village police and thought a man with whom they've had ongoing issues was behind the problems. Hours later, she told deputies she saw a juvenile carrying one and was concerned. She said there are several reports on file with Mingo Junction police for damage done to vehicles by what appears to be a BB gun. Several hours earlier,
Steubenville Police
Scoring points: A juvenile motorist ran over a pedestrian at the intersection of Washington and Third streets, Wednesday. Police said the youthful driver told them he was eastbound on Washington Street attempting a left turn onto Third Street when he hit the man, who told them he was in the crosswalk "and had the silhouette of a person on the crosswalk signal." The vehicle's windshield, fender and hood were damaged, police said. The pedestrian was checked out by Steubenville firefighters/EMS but he declined further treatment.
Denial: Police assisted Steubenville firefighters/EMS with two people in the 1400 block of Ridge Avenue who they said were "clearly overdosing," Wednesday. EMS administered 4 milligrams of nasal Narcan and 2 milligrams of IV Narcan, which revived the couple. The male admitted he'd smoked marijuana but said he doesn't "consume opiates or any other type of drug, while his female companion insisted she doesn't do any drugs. Both were transported to the hospital for further treatment, and when police located a used needle they took the male a drug treatment form. They were unable to do the same for the woman, who they described as "uncooperative."
No mercy: A homeless man was arrested after Wal-Mart employees said they saw him concealing merchandise in two backpacks and trying to leave the store without paying, Wednesday. Gene A. Summers, 50, no fixed address, was charged with petit theft, police said. He turned over 26 items from his backpack valued at $262, police said.
Attention getter: Michael T. Swiger, 44, 3180 Hill St., Weirton, failure to appear in Municipal Court. Police said Swiger came to their attention when callers reported a man in the 4400 block of Sunset Boulevard standing behind a business yelling. When they arrived they said Swiger told them he was yelling at his a family member "due to her not wanting to pick him up."
Keep moving: A driver who asked a motorist to move his car because it was in a space reserved for Jefferson Place residents said the man was irate and began cursing her, Thursday. She said he told her to "watch (her) vehicle as he would be back to damage it."
Regrets: A couple in the 600 block of North 11th Street admitted they'd been in a heated argument but said it didn't turn physical and "they both felt terrible about (it)," Wednesday.
Broken: Someone shattered the rear window of a vehicle parked in the 1600 block of Oregon Avenue, Wednesday. The owner said he didn't know who did it.
Hit-skip: A Lawson Avenue resident said a driver hit his retaining wall, dislodging several bricks, Wednesday.
Never good: Callers reported a "large group of juveniles were gathered in the roadway" arguing, Wednesday. They scattered before police arrived.

Yanda, 46, 1418 Maryland Ave., Steubenville, failure to appear in Steubenville Municipal Court and a probation violation out of Harrison County, Wednesday; Lori Grennell, 50, 180 N. Fourth St., Steubenville, petit theft, Wednesday; Nicholas Cain, 38, 533 Clinton St., Apt. 2, Steubenville, warrant for failure to appear in municipal court, Thursday.
Dinged: A woman in the 400 block of Clinton Street told police someone tried to break into her car overnight, Wednesday. Police said there was damage to both doors around the trim as well as a dent in the driver side front door.
Code issues: Notices of violation were sent to owners/operators of properties at 831 Broadway Blvd., 832 Broadway Blvd., 1923-25 Columbia Avenue (duplex), 3351 Sunset Blvd., 4201 Sunset Blvd., 116 Opal Blvd., 103 Cunningham Drive, all for high grass/weeds, and 153 Hiddenwood Drive, old fencing stacked in front of home.
Cited: Apallonia S. Agresta, 24, 623 Lovers Lane, Steubenville, speeding; Jennifer M. Marmon, 31, 92 Palomino Drive, Apr. 12, Weirton, speeding; A blue Impala parked on the yellow line in the 400 block of Market Street and a black Lexus RX350 blocking a fire hydrant in the 100 block of North Fourth Street were ticketed; five vehicles parked on the sidewalk in the 1700 block of Oregon Avenue were ticketed; cited for criss-cross parking were a vehicle in the 500 block of Braybarton Boulvard, two vehicles in the 2600 block of Cherry Avenue and vehicles parked in Yale Place and Parkdale Road.
