Balancing act: A woman in the 300 block of Terrace Avenue told police she wanted to file a report but when they got there, she was "highly intoxicated and hard to understand," Saturday. She was bleeding slightly, but before an officer could ask her how it happened, she "demanded (he) leave her home and went upstairs. Several neighbors they questioned all said she "fell off her steps and hit her head due to her being (drunk)."
Bad example: A disturbance was reported at Belleview Park, Saturday. The woman who called players from teams playing in a softball tournament had been arguing back and forth, and since some of them were "heavily intoxicated and because upset" after the discussion "went too far," but they'd left and things had calmed down.
Perched: A man told police he thought someone was trying to break into a residence in the 1400 block of Belleview Boulevard, Saturday. Officers said he was sitting on the front porch roof when they arrived and said he called 911 because he thought someone was breaking in. He told them he didn't realize family members had returned home and when they came inside he thought it was intruders so he punched his window out and climbed out on the roof, cutting his hands and feet on the glass. Police said his hands were bloody.
Ditched: Someone spotted "numerous items of personal property ... scattered behind the guardrail" on the east side of John Scott Highway near the entrance to Jim Wood Park, Saturday. Police said they gathered the items, which "appear to be stolen credit cards and forms of identification from outside this area."
Booted: A downtown resident told police she'd allowed a man to watch his two kids at her residence, but when she realized he was drinking she called the kids' mother and made him leave, Saturday. She said he was kicking the door to get back in but she wouldn't let him in. Police confirmed he'd been drinking and told him the children were staying put until their mother got there, so he left.
Good Samaritan: A Belleview Boulevard resident said a woman told him she didn't feel safe so he let her in his home, Friday. Police said she "appeared to be under the influence of a narcotic and was acting erratic," so they sent her on her way.
Reported: A homeless woman reported seeing a man "brandish a firearm and then shoot it twice in the alleyway" between Maryland and Pennsylvania avenue but hung up without providing additional information, Friday. Police couldn't find her and no one else called in about shots fired in that area.
Left the scene: A caller reported seeing a two-vehicle accident at Adams and Eighth streets and a woman "possibly being dragged by a vehicle," Friday. Both vehicles left the area, headed toward Washington Street from the Adams Street overpass, police said. There was heavy damage to the overpass, and police said they recovered part of the bumper from a blue Honda. The caller said a white sedan "came around the (Honda)," pushing it into the fence. The female in the Honda and a man in the white sedan switched places, and after extricating the Honda from the fence, both sped away "at a high rate of speed" on the overpass. Police located the Honda but not the white sedan.
Booked: George Cartia, 52, and his wife, Joanna R. Cartia, 30, of 947 Sherman Ave., Steubenville, were each charged with domestic violence, Sunday. Mrs. Cartia told police they were arguing over her phone when her husband "became angry" and things turned physical. Police said Mrs. Cartia "had blood coming from her head and ... appeared to have a large laceration on the back of her head and said her husband "threw her against the wall several times, causing injuries to her head." Her husband said she "grabbed a knife and cut his arm" and claimed she threw their baby on the ground, though police said the child didn't appear injured. Both insisted the others' wounds were self-inflicted.
Dogged: A mail carrier told police a vicious chihuahua in the 600 block of Prospect Avenue was preventing her from delivering mail, Friday. Police spoke to the owner, who said her dog doesn't leave their yard. Police said they observed the dog in question "and it was not vicious."
Missing: A city resident told police someone managed to transfer nearly $470 from her Wisley Deposit Card, Friday. She said she was in the area the entire time and isn't sure how anyone managed to put the two transactions through.
Tired: A resident in the 800 block of Lincoln Avenue told police juveniles were rolling tires down a hill and damaged a neighbor's garage, Friday. Paint was chipped off the garage door and a tire with blue paint transfer was next to it. Police spoke with an adult male who told them he'd been with the two juveniles but was not involved. Their parents were made aware of what they'd been up to, police said.
Arrests: Two women were charged after Walmart employees reported they tried to leave the store without paying, Friday. Terri Mitchell, 57, 430 Union Ave., Steubenville and Luetta Eakle, 58, 430 Maxwell Ave., Steubenville, each were charged with petty theft, police said. Employees said the two bagged $284 worth of groceries without scanning or paying for them, police said.
Stolen: A North Sixth Street resident said he bought a bike "from a guy" in the 100 block of North Fourth Street and had it for a couple days before someone stole it, Friday. He said he thought he located it on his street but the owner and a female employee said it belonged to him, and the man looking for his bike didn't have any proof it didn't.
Drugs: Police were asked to assist Steubenville firefighters/EMS with an overdose, Friday. The man was awake and alert when police arrived and admitted using fentanyl, police said.
Wide turn: A caller reported a semi-truck driver was struggling to turn around at the intersection of South and Eighth streets, Saturday. He was gone when police arrived but a street sign and a one-way street sign that were in his way were on the ground.
Left: A North Fifth Street resident told police her young sons are upset she wants to move and ran off on their bicycles, Saturday. She said they were with their father, but when police checked the boys weren't there, nor were they at his girlfriend's home or with friends she named. She said it's not the first time they've run off and claimed their father has been involved in the past.
Won't stop: A city resident said her ex has been sending her messages from jail despite a court order telling him not to, Saturday.
Priorities: Walmart employees told police they stopped a woman from leaving the store without paying, Saturday. Sara L. Wright, 29, 129 Yale Place, Steubenville, was charged with petit theft, police said. Employees claim Wright had $158 worth of groceries and alcohol that hadn't been scanned.
Break it up: A Clinton Street resident told police she'd let a man use her car and he brought it back, then left with it again and hadn't brought it back, Saturday. Not long after, the male showed up at the police station and told them they were "in the middle of ending their relationship" and she'd let him borrow her car. He said he was on his way back when the car broke down near Toronto and was parked on the side of the road.
Kicked out: A Wellesley Avenue resident said a woman came to her home and "kicked her door numerous times," Saturday. She said the two of them scuffled, though police said she did not appear injured, and the other woman left the area.
Repeater: A Carnegie Street resident reported hearing glass breaking and discovered his front door glass had been broken, Sunday. He said he has no idea who was responsible, but the officer said it's "been an ongoing issue as (he) has responded to the residence several times for a similar issue."
Pestered: Police responded to a disturbance reported in the 300 block of North Fifth Street, Sunday. A male was there who told them he was upset because several women "keep asking him for money."
Booked: Treymar Martin, 18, 1418 Maryland Ave., Steubenville, warrant for assault, Friday.
Cited: Jacob Nation, 26, 3908 Adams St., Weirton, no operator's license and no taillights.
Code issues: Notices of violation were sent to the owners/occupants of properties at 615 Wilkin St., high grass/weeds, and 309 Summit Ave., large pile of litter on porch, high grass/weeds.
