Brooke County Sheriff

Charged: Roy Neil, 40, Slovan, Pa., burglary, grand larceny, conspiring and being a person prohibited from possessing a firearm, Monday.

Charged: John C. Schlotter, 39, Rear 961 Jefferson St., Follansbee, driving under the influence, driving while suspended for DUI and possession of a controlled substance, Monday.

Charged: Madison R. Kelley, 18, 3933 Adams St., Weirton, domestic battery, Thursday.

Charged: Sarah John, 46, 3737 Orchard St., Weirton, shoplifting, Monday.

Naked and afraid: Deputies said a naked New Martinsville man who'd had too much to drink was booked into the justice center after he allegedly tried to enter two homes in the 2200 block of county Road 16, Rayland, Tuesday. Logan James Beagle, 20, 631 Fifth St., is facing charges of burglary, public intoxication and resisting arrest after a caller reported a man trying to break into her house and another said he'd walked into her house and her husband was holding him at gunpoint. The boyfriend of the first caller said when he saw the naked man, he told him to leave but "he disputed that" so he told his girlfriend to call for help. He said the naked man didn't leave until he told his girlfriend to "get the gun," at which point he said the naked man walked onto a neighbor's porch, which is where deputies said they saw him standing when they arrived. The deputy said when he told the naked man to get on the ground he refused. Once inside the deputy reported the actual homeowner met Beagle with a gun in his hand and was pointing it at him, but he did let him don a robe that was lying near the table. Deputies said they could smell alcohol on Beagle's breath and at one point he tried to flee. They said Beagle "repeatedly stated he was at a friend named Logan's house" and said he'd had too much to drink and wasn't sure how he ended up in the Rayland area or on county Road 16.

Booked: Justin Butler, 29, 132 W. Steubenville St., Bloomingdale, violating a protection order, Monday. Butler allegedly left a treatment facility in Columbus without permission and took an Uber to Jefferson County, deputies said. They report he told them his probation officer said it was OK for him to leave treatment, but when they checked the probation officer denied telling him he could when he wanted to. Deputies said Butler may also face an escape charge.

Steubenville Police

Hair-raising: A woman asked police to help her retrieve property from her daughter at her Wellesley Avenue residence, Monday. She told police her daughter has her wallet and debit card and won't return them, but her daughter said she didn't have it with her and told police that, because of her mother's "intoxicated state," she wanted her removed from the residence. Police took the mother to another family member's home for the evening but had to return to the Wellesley Avenue residence several hours later when the younger woman and a friend "began drinking and (became) intoxicated." Police said the visitor told them they'd argued and the resident ended up "striking her in the head and cutting her hair off with a large knife." Police said they didn't see any obvious injuries to the visitor, "although it did appear that her hair was cut off." The woman advised she didn't want to pursue charges at that time but would "contact (them) in the morning when she was sober."

Frayed tempers: Police were dispatched to referee an argument in the 1300 block of Oregon Avenue, Monday. The male told them he was "trying to replace the front door and got into an argument with" his female companion. There was no physical altercation.

Booked: Montyel Barnes, 41, 710 Pine St., Steubenville, possession of drugs and a warrant for assault, Monday. Police said they spotted Barnes in the 600 block of Oakmont Avenue and when they told him he was under arrest claim he "began throwing items from his pockets onto the ground." Police reported finding a bag of pills inside a paper towel in his pocket, and reported Barnes told them he believed them to be Xanax but "(wasn't sure) because he didn't have a prescription for them." The pills were later identified as oxycodone, police said.

Belligerent: Three women showed up at a residence in the 100 block of North Fourth Street and one of them entered her apartment and started arguing with her, Monday. She said one of the females in the hallway tried to kick in her door, but all three of them left before police arrived. The building manager told police she'd asked the trio to leave "and they began to approach her as if they were attempting to fight (her)."

Lights out: Two people were caught leaving a State Street residence that was supposed to be empty and one of them ended up under arrest, Monday. Police report there were multiple lights on in the residence and said they rounded the corner of the house in time to see a female running across the road and jumping into a vehicle. Police advised the female and her companion to turn the engine off, which they did. The female didn't have any outstanding warrants and was allowed to leave, but police booked Allen Briggs, no age listed, 144 S. Ninth St., Steubenville, into the justice center on a warrant out of Toronto County Court.

Crass: A city resident told police someone "spray-painted derogatory statements on (her) garage door and city-issued garbage can," Monday. She requested extra patrols in the area.

Hit-skip: A motorist said she was stopped in northbound traffic on state Route 7 at Wells Street when a tractor-trailer hit her rear bumper, then fled the scene, Monday. Police reported minor damage to her bumper.

Revival: A caller reported an unresponsive female behind a business in the 200 block of North Fourth Street, Monday. Police were unable to locate anyone unresponsive, but said they found a woman in the stairwell of an abandoned building in the 400 block of Washington Street. Police said she was asleep and denied needing medical attention, so they waited until she left the area.

Rolled up: An Oak Grove resident said her son's gray and black Jordan basketball was rolling down he street when another juvenile picked it up and took it home, Monday. She said she's had "ongoing issues with the same juvenile stealing her property." Police couldn't make contact with the juvenile she said took the ball.

Code issues: Notices of violation were sent to owners/occupants of properties at 133 Greenwich Ave., 114 McDowell Ave., high grass/weeds, and 904 Lincoln Ave., a pile of tires and junk in the yard and a "continuous yard sale in the driveway with junk scattered everywhere."
