Steubenville Police

Concerning: A Brilliant man told police his father was assaulted at a residence "somewhere near the midtown Speedway," Saturday. He said he didn't know who his father was with but advised he'd also been assaulted outside Steubenville, and said his father had to be flown by medical helicopter to a hospital outside city limits. No further information was available.

Fighting dirty: A woman in the 1400 block of Wellesley Avenue was assaulted by another woman who had "something on her hand similar to brass knuckles" when she struck her "numerous times," Friday. She said the woman, known to her only as Marcy, left before police arrived. Police said the victim was bleeding from her head and face.

Brazen: A city resident was jumped in the roadway in the 1500 block of Plum Street, Saturday. The victim told police she's been harassed by several juveniles who've been harassing her. She said she'd gone to the location to speak with their parent and when she knocked, they told her their mother was coming out but instead, "they jumped on her ... and began hitting her." She said three males left the residence but didn't think they tried to break it up. Police said she had injuries to her elbow and knee and a bloody mouth and advised she wishes to pursue charges.

Sleepless on Oak Grove: A resident flagged police down to report a disturbance at a property in the 1300 block of Oak Grove Avenue, Friday. Police said they could see a man in a second-story window punching the glass out, and when they talked to him he said he "has not slept in four or five days" and admitted he smoked methamphetamine. He was taken to Trinity Medial Center West for treatment.

Causing problems: Callers reported a woman screaming at cars as they passed her in the 200 block of North Fourth Street, Friday. Police told the woman to leave the area. Later, she was reported to be "throwing items" off a porch on Logan. She was told to leave the property and not return.

No ID, no order: A delivery driver reported getting in a tug-of-war with a customer in the 400 block of Westwood Drive who couldn't provide valid identification, Friday. The driver said he needed a copy of the resident's driver's license because the order included medication, but it was expired and he told her he couldn't accept a family member's ID, either. He said her adult children were already bringing her order into the house and ignored him when he asked them to put everything back in his vehicle. He said he had the last box in his arms and was carrying it back to his vehicle when the woman's adult daughter came running and tried to grab it out of his arms, so the two of them started tugging at it. The homeowner said she ran to the aid of her daughter and claims the driver "grabbed her by the shoulder and tossed her to the ground, causing her to fall down a slight incline onto her neighbor's lawn," which he denies. He said he only grabbed the box because he has to return the order since she had no valid identification and showed police two videos he had of the fray. The officer said she was upset when she found out the driver was not going to be charged and said she wants to file a complaint.

Time away: A caller reported a male in the Hollywood Plaza parking lot who appeared to be passed out with the engine running, but when police talked to him, they said he showed no signs of impairment. He told police he was just sitting in the parking lot because he "had to take a break from home."

Booked: Otis Allen, 46, no fixed address, fugitive from justice, Sunday. Police said Allen is wanted in Erie County for trespass; Shawn M. Cunningham, 57, 1400 Oak Grove Ave., No. 1, Steubenville, warrant for menacing, Friday.

Underage: Employees at the midtown Speedway told police they saw two young males, one of them wearing an orange puffy coat, flee the store without paying for four drinks and pop they concealed in their jackets, Saturday.

Charged: Crystal Hague, 38, no fixed address, possession of drugs, possession of drug paraphernalia and possession of a drug abuse instrument, Saturday. Police said Hague was searched after they spotted a crack pipe on the passenger seat of a vehicle in which she'd been riding. Hague allegedly had a fully loaded syringe in her pocket and told police it was filled with water, but police clim tests indicate the substance was heroin.

Problematic: A caller complained of a loud radio in the 1600 block of Ridge Avenue, Saturday. Police said the property owner told them he'd keep it down. They had to return to the residence a second time he said he was going to clear everyone out. Police told him he'd be cited if they had to return again.

Helped himself: A Roosevelt Avenue property owner told police a male known to him stole a car jack and 47 glass bricks from him, Saturday.

Drugs: An unresponsive man was found on the ground outside a residence in the 1400 block of Park Street, Saturday. Police said he came to when they called his name and rolled him over and told them he'd "consumed an unknown amount of fentanyl" a couple hours earlier. They said he overdosed again in the back of a city ambulance and was revived with at least 2 mg of Narcan, so he was issued a drug treatment form.

Frequent flyer: Employees at Wal-Mart told police a woman known to them had stolen more than $275 in merchandise over a period of five visits to the store, Saturday.

Wouldn't talk: A caller reported seeing a woman pinned against a wall in the 100 block of North Fourth Street by her male companion, Saturday. Police located the pair on Washington at Fourth streets but the woman was uncooperative, refusing to tell police what happened. Thew two of them told to go their separate ways.

Marital issues: A couple in the 2200 block of Powell Avenue said they'd been arguing but it didn't turn physical, Sunday. The female told police she didn't want her husband in the residence, but they told her they couldn't make him leave and he'd have to be evicted. He volunteered to leave for the night.

Too noisy: A loud party was reported in the 1500 block of Pershing Avenue, Sunday. Police said people were leaving the area when they arrived, and the host confirmed it was over.

B&E: A residence in the 500 block of Maxwell Avenue was robbed, Sunday. The resident said the thieves broke her front window and took her TV as well as security cameras on her porch and in her kitchen and a Ring doorbell. She told police she has footage of them on her porch.

Drugs: An Oakmont Avenue resident reported an unresponsive man on her front porch, Friday. Police said the man was slumped over on her porch furniture "in an apparent drug overdose." The responding officer said he attempted to revive him with numerous sternum rubs, with no success, so he was given two 4 milligram doses of Narcan "which appeared to take immediate effect and revived him." He declined further treatment.

Booked: Harold R. Bittinger, 35, 121 Swartz St., Weirton, petit theft, Saturday.

Cited: Jordan Kucich, 22, 13 Liz Place, Follansbee, turning at intersection after two-car accident Saturday at the intersection of Sunset Boulevard and John Scott Highway. Police said a driver was attempting a right turn onto John Scott when Kucich, in the passing lane, also tried to turn right. Kucich told police she believed both lanes could turn right.

Cited: Darcie A. French, 44, 317 Virginia Ave., Follansbee, failure to control motor vehicle after rear-ending a parked car Saturday in the 400 block of North Fifth Street. French said she swerved to avoid a cat.

Cited: Gabriella Soplinski, 22, 709 S. 24th St., Weirton, failure to control after striking a retaining wall Saturday in the 3300 block of Sunset Boulevard. Soplinski said she pulled out of Johnson Road a motorist behind her "was riding close to her rear bumper with their high beams on" and when the vehicle moved into the passing lane, felt it was getting close to hers so she swerved, traveling onto the curb before hitting the wall and coming to rest in the eastbound lane.
