Change of plans: Employees at J.C. Penney spotted two women they thought were shoplifting, Friday. The manager said one of them arrived at the store with a large, empty tote "that appeared to get fuller and fuller, as if they were concealing merchandise in it" as they wandered through the store browsing the clothing aisles then went into the fitting room. Police were outside waiting for them to emerge when one of the women walked out of the fitting room and saw them, then "immediately returned back into the fitting stall she was sharing with the other female." They emerged together and showed office their bags were empty nor were there any items in the fitting room. The pair remained in the store for a while longer before purchasing a few items and leaving, police said. The manager advised the two "are in and out of the store several times a day and they have suspected them of stealing several times," police said.

Christmas shopping: A woman spent several hours in Shoe Department Encore before grabbing a pair of new shoes and sticking her old ones in the box, Friday. The manager said the woman put the new shoes on "and walked around the store for some time before attempting to leave with the new shoes still on" her feet. When the manager told her she'd need to give the shoes back if she wasn't going to purchase them she started arguing and was still wearing them when she ran out of the store. The shoes were valued at $60.

Nearly invisible: A city resident was taken into custody after a Yale Place resident asked police to search his detached garage for him, Saturday. Police said they found Jeffrey C. Moziejko, 35, 425 Linduff Ave., "hiding under a table and in clutter in the garage" and arrested him on an outstanding warrant for failure to appear.

Helped herself: A downtown resident said his girlfriend stole his car, a shotgun, a pistol and laptops while in was in the hospital having surgery, Friday.

Damaged: A Brockton Road resident said he has video footage of an Amazon delivery truck backing into his neighbor's fence, Thursday. He told police he's "had trouble with the neighbor in the past and didn't want any issues again."

Drugs: An unresponsive male was reported in the 1300 block of Arlington Avenue, Friday. Police said Steubenville firefighters revived him with 8 milligrams of Narcan. He was transported to the hospital for further treatment and was issued a drug treatment form

Getting physical: A Carnegie Street resident advised she was in a physical altercation with her child's father, Thursday. Police said they watched her run toward a car that was trying to leave the area, then made contact with the driver but he fled before they could get his information. The woman said she didn't want to pursue charges.

Neighbors at odds: A disturbance in the 400 block of Dresden Avenue turned out to be two neighbors fighting over a loud radio playing in a vehicle, Friday.

Throwing stones: A resident in the 1200 block of Sinclair Avenue said a juvenile came to her home and threw rocks at her door, breaking three windows, Thursday. She said she didn't recognize the culprit but did notice he ran toward Tweed Avenue.

Overstayed: An Oak Grove resident wanted police to remove a female she had allowed to stay with her, Thursday. The woman agreed to leave the residence and police gave her a ride to the women's shelter.

Fast and loose: A dog was running loose in the 600 block of Arden Avenue, Friday. Upon arrival police spotted the dog running to the rear of a house in the 500 block and spoke with the owner, Debra Kimble, 52, 546 Arden Ave., who was then issued a misdemeanor citation for dog at large.

Booked: Laura A. Shanley, 51, 115 Marion Place, Steubenville, bench warrant, Friday; William Robinson, 57, 311 Hill St., Steubenville warrant for misdemeanor theft, Friday.

Package pirated: A Wellesley Avenue resident said he had a package stolen from his residence, Dec. 15. The box contained car parts, including an alternator.
