Steubenville Police
At risk: An animal welfare check was requested in the 1400 block of Belleview Boulevard, Sunday. Police were told the dogs "Are always outside and (they) very rarely see anyone interact with them." Police found two dogs that couldn't get to their food, water or shelter because their chains were tangled, and a third chained to the front of the house. The animal control officer was contacted.
Questions: A motorist was cited for obstruction and failure to yield on a left turn after he was told to look for his insurance information and instead caught a ride to the airport in Pittsburgh, Sunday. Brent Lee VanAllen, 57, North Bend, Wash., also was charged with obstruction, police said. VanAllen allegedly pulled out of the McDonald's parking lot and struck a car that was already in the Stanton Boulevard turning lane, leaving the other vehicle inoperable with heavy front-end damage. Police said Allen told them he didn't see the other car and said his insurance information was in Seattle, so he couldn't provide it to police, though he did suggest he might have a copy on his phone. Police said they advised him to "make an effort to locate (the) information on scene as he was being listed at fault for the accident," and after they finished gathering information from the other driver said they looked for him but discovered he moved his vehicle and parked it behind a store. Police said he was seen on camera walking away from the area on foot, but they were unable to locate him, but later he called the police department to report he was at the airport unable to board his flight to Seattle because the investigating officer still had his driver's license. He returned to Steubenville to get his license, telling police "he thought he was free to leave," but police pointed out when he left no one had obtained his insurance information or phone number, nor had they given him his citation or returned his license and said it "made no sense for (him) to have parked his vehicle behind (a store) and leave the area on foot, only to contact a friend to pick him up despite (knowing) his vehicle was still operable." Police said they suspect he left the area "purposefully," so he was issued a summons to appear in court after they got his insurance and contact information.
Marital spat: A domestic disturbance was reported in the 800 block of North Eighth Street, Sunday. The female told police she and her husband argued and shoved each other, then he left. The husband said the shoving started when she tried to keep him from leaving. He was advised to stay away from her.
Reported: A man walking in on South Third Street said a light gold sedan approached him from behind and when he looked back, he saw the backseat passenger put his window down and stick an Airsoft BB gun out the window, Sunday. He said the individual, believed to be a juvenile, fired at him three times but missed.
Sad state: Callers reported a woman sleeping on the sidewalk in the 200 block of North Seventh Street, Sunday. Police said when they spoke with the woman "she stated she was OK and did not need or want assistance."
Booked: Joshua W. Coffman, 40, 307 Union Ave., Steubenville, warrant for misdemeanor theft, Sunday.
