Rental nightmare: A landlord who hadn't obtained an eviction order tried but failed to force a tenant out of a Dillonvale property, April 12. Deputies said the tenant wants to file charges against the landlord because she ripped her nipple ring out, causing it to bleed, and also destroyed her security camera during an altercation that began inside the home and eventually drew in the landlord's male companion and the tenant's father.

Deputies said the landlady and her male companion were yelling to them that they wanted the tenant and her parents removed from the property but with no eviction order, deputies told them they could not make her move out. The tenant said she'd told the landlady she planned to be out in seven to 10 days but was delayed due to weather, work and caring for her children and said she'd packed as much as she could that day and left for the night only to find out they were changing the locks and throwing her belongings out, including her children's beds. There is no lease agreement, though she'd been paying them rent.

The tenant's father said she'd called him in a panic because the landlady and her male companion had gone in the house and "were tossing everything out of the house, cussing and screaming and even threatening to cause (him) bodily injury." He said he'd stayed in his truck, but the landlady's male companion started "charging ... the truck, yelling and screaming and trying to get (him) to come onto the property and fight." He said he recorded the encounter and told deputies when he got out of his truck to help his daughter the man charged him again, pushing him into the truck so he grabbed his gun though he insists he never pointed it at the man, who started yelling at the tenant that she had 24 hours to get her things out. Deputies again explained to the two of them that they could not force anyone to leave without an eviction order. Four days later the landlady was complaining that she and her male companion "started having symptoms of nausea, headaches, throat discomfort and general illness" after being inside the home and believed they'd been exposed to illegal substances, even though they said didn't see any drug paraphernalia in the residence. Deputies told her again that without an eviction order no one is going to be forced out of the property.

Hearing things: A man at Jefferson Lake State Park told deputies he heard someone in the woods yelling for help, Tuesday. Deputies checked the area but did not find anyone in distress.

Recurring problem: An Adena man said someone keeps breaking into his shed and removing vintage toys he has stored in it, Sunday. He was advised to get security cameras and remove his valuables.

Over and out: A woman said her ex is "always harassing her and will not leave her alone" since they broke up, but her ex's daughter claims the woman is the one causing trouble, Wednesday. The dispute turned into a physical confrontation involving five people -- the ex and his daughter, and the woman, her current boyfriend and father. The woman said the ex-boyfriend is "always messaging her and when she deletes him, he creates a new profile" and claims some of the messages are threatening. She also said he sits in his daughter's driveway and stares at her. She said the day of the altercation her current boyfriend and father went with her to confront the ex, and admitted her current boyfriend took a metal pole with him but didn't use it. She said the ex threw the first punch, missing her father, so her father took a swing at him, also missing. The ex's father accused the woman of harassing him and claims she was the one who was carrying the pole and that she swung it. Deputies told them to stay away from each other.

Non-recyclables were found dumped by JB Green Team's Commercial Avenue bins in Mingo Junction, Tuesday. Contraband included folding chairs and a Styrofoam cooler repurposed as a box for animals. Deputies said the driver who dumped a bag of discarded clothing by the Planet Aid container had been located on surveillance footage.

Booked: Garrett A. Kubankin, 30, no address listed, failure to appear, Tuesday.

Steubenville Police

Fed up: The owner of a property at 2817 Sunset Boulevard will be issued a summons for a persistent front yard parking violation that's left it "rutted and muddy," city officials say. City code prohibits front yard parking. Police say the owner of the maroon Dodge pickup was issued a written warning a year ago and again in person three months ago, and over the past year was issued four tickets "that have been ignored and not paid, and the front yard parking continued." Police required additional charges, and Police Prosecutor Steve Lamatrice said the owner of the property will be issued a summons to appear in Steubenville Municipal Court. Police said the truck "will be stopped and towed" if they see it on the road or private property open to the public for the purpose of vehicular travel."

Covering her bases: A resident in the 100 block of Forest Avenue claimed someone took the black 2023 Ford Edge she'd rented without permission, but refused to tell police the name or address of a man she suspected might have it so they could look for it, Wednesday. She said the car was parked overnight and she discovered it missing around noon. It was due back at Enterprise Wednesday.

Agitated: Callers complained a female was "screaming from a second or third story window" in the 100 block of North Sixth Street, Wednesday. The building's management advised it was "a juvenile that was upset" and they were addressing it with her mother.

Drugs: An apparent overdose was reported in the 1400 block of Ridge Avenue, Wednesday. Family members said the victim began acting strangely not long after arriving home from rehab and reported finding a pill capsule cut in half and glass-like shards mixed with powder in what remained, as well as an Oxy pill. The victim was administered Narcan by Steubenville firefighters/EMS and transported to the hospital for treatment. Police seized the contraband and issued a drug treatment form.

Bad place: A downtown resident said her boyfriend is being mentally abusive to her and damaging her residence, Wednesday. She said he's threatened her so she's been staying with a friend. She said she at one time had a protection order against him and police advised her to look into another, and to go to Municipal Court and start the eviction process to get him out of her home.

Fiery: Police said residents in the 2800 block of Sunset Boulevard were "upset and argumentative" when they explained city ordinances pertaining to fires, Wednesday. Steubenville firefighters had called police to the location due to the male "being argumentative" with them. After they calmed down the couple complained about neighbors who'd reported them for loud music, saying they "didn't like the music they listened to and made racist comments." Police said they would speak with the neighbors and in the meantime, advised them to "calm down and stay away from the neighbors" for the night. They also suggested moving their speaker to the other end of their house but said the female "became upset."

Drugs: An apparent overdose was reported in the 400 block of Logan Avenue, Wednesday. Police said when they arrived it was apparent she "was under the influence of some type of intoxicating substance." She was taken to the hospital.

Booked: Donna Young, 58, 1423 Ridge Ave., Steubenville, warrant for domestic violence, Wednesday.

Cited: Edward C. Zatta, 81, 1020 Coss Lane, Wellsburg, speeding (school zone); Kellie L. Pethtel, 40, 101 township Road 286, Richmond, and William F. Whitecotton Jr., 69, Blaine, Ohio, both for speeding.
