Steubenville Police

Alcohol fog: An intoxicated city resident was “behaving strangely and attempting to enter residences,” Monday. Police said when they arrived, neighbors told them the man had found his own house and gone inside and report they could see he “appeared intoxicated and acting erratic.” They said he was “pacing around and aggressively talking to someone” out of their view, and when they got closer realized he was “having a full-on argument with a … cat that was sitting near the door.” The male refused to talk to police “and was asking the cat to open the door,” police said. A family member arrived at the residence and told police the man “has a substance abuse problem, mainly alcohol” and has been hallucinating and had “spent hours in front of a house across the street chanting.” The family member told police his current behavior was “not normal and was alarming” and asked police to help him. Once inside they said the man continued to talk to his cat, who appeared to ignore him, then began hallucinating “people with weird Scottish hats in (his) living room and became upset that (police) were unable to see them.” They said he also launched a tirade about religion and made threatening statements and admitted to them he’d been drinking. He was transported to Trinity Medical Center West for treatment.

Bagged: A Lovers Lane resident complained of being harassed after he mistakenly went to a recovery facility carrying a Crown Royal bag, Monday. He said he’d intended to go to another agency but got confused and told police the bag contained his medications and other items he needed. When he arrived at the facility, he said he gave his number to one employee, then another “stopped him and scolded him for having a bag promoting alcohol on the premises and claimed it is a ‘trigger’ for people” dealing with substance abuse” and claimed a man with “Jesus hair” chased him out of the facility. He said not long after he started receiving text messages from someone “going on about him bringing the bag to the facility and (calling) it a trigger” and threatening to punch him. He said he texted the unknown individual back “and began receiving argumentative messages from another number.” He was advised to block the phone numbers and speak with the facility’s corporate office or manager.

Petty problems: A Troy Drive resident trying to replace his water shut off valve in his yard said his neighbor “came outside and began harassing him saying his valve … was on her property and she was calling police,” Monday. He said he’s had “ongoing problems” with the neighbor and believes the valve is on his property. The woman insisted it’s the do-it-yourselfer who “is continually harassing her with anything she does on her property” and claimed the valve he’s replacing “is on her side of the property line and she did not want the new valve cover protruding from the ground (because) she was fearful of driving over it or worse.” She claimed to have had a survey done previously. Both told police they “would look into options” to settle the dispute.

Problem behavior: A North Sixth Avenue resident said a man known to her harassed her, Monday. She said the male, who does not live at the complex, had been staying in the family room and when she told him to leave, he repeatedly asked her for a cigarette, but she refused him. She said when she returned to her own building, she “heard a loud bang coming from the window” and assumed it was him.

County property: A county employee reported $1,200 in power tools were stolen overnight from two of its trucks, Monday. Police were told two Kobalt Fine Saws with 2-amp batteries and chargers were stolen, along with two Dewalt impact drills, two Dewalt circular saws, two Dewalt Sawzalls and a Dewalt fine saw.

Cited, served: Dayonna N. Thomas, 18, 110 Wildon Ave., Steubenville, no operator’s license after striking a parked car in a Logan Avenue parking lot, damaging the front left fender and bumper, Monday. Thomas, located at her residence, also was served with a bench warrant.

Booked: Cody Walker, 29, 3109 Orchard St., Weirton, felony possession of drugs, Monday. Police allege they found a match box containing a white crystalline substance believed to be cocaine in his possession during a traffic stop in the 900 block of Market Street.

One cited, one charged: Gerald L. Thomas Jr., 58, 156 Canton Road, Wintersville, was cited for failure to control a moving vehicle after allegedly knocking a light pole over Monday on Sunset Boulevard at John Scott Highway. Police said Thomas told them he’d blacked out. Witnesses reported a female had fled the scene, and police said they took a passenger, Anna Clark, 36, no fixed address, into custody soon after on a warrant for failure to appear. Police said a motorist who’d been behind the Thomas vehicle complained the light pole struck the hood of his car, denting it.

Not wanted: A North Seventh Street resident said a man was “pounding on (her) door and refusing to leave,” Monday. Police said they didn’t see the man in the area.

Served: A city resident turned himself in for a warrant, but police said he was “highly intoxicated” and per jail policy had to be cleared medically before he could be booked, Monday. Jeffrey Horkulic, 59, 2242 Powell Ave., Steubenville, was charged with failure to appear. Also served: Shane W. Springer, 21, Leatherwood Lane, New Cumberland, warrant for failure to appear, Monday; Charles Enochs, 55, New Philadelphia, warrant out of Wayne County.

Sounds like: A shot was reported in the 1500 block of Oregon Avenue, but police couldn’t locate evidence a gun had been fired, Monday. Residents told police they thought it was a firework.

Theft: Multiple tools and three garage door openers were stolen from a location on Oregon Avenue, Monday. The owner said the three openers were worth $200 each.

Code issues: Notices of violation were sent to owners/occupants of properties at 309 S. Seventh St., 1219 Ridge Ave., 1341 Ridge Ave., 2415 Sunset Blvd., 2417 Sunset Blvd., 2427 Sunset Blvd., all for high grass/weeds.

Brooke County Sheriff

Charged: Angela D. Jennings, 36, 54 27th St., Wellsburg, possession of a controlled substance with intent to deliver, Friday.

West Virginia State Police

Charged: Michael A. Robinson, 40, 1519 Charles St., Wellsburg, domestic assault, Saturday.

Charged: Dunyasha Lawrence, 37, 412 N. Third St., Toronto, failure to register as a sex offender, Monday.

Wellsburg Police

Charged: Tonya Aracich, 51, 317 Marland Heights Road, Weirton, grand larceny, Monday.
