Steubenville Police

Problematic: A man behaving erratically in the 500 block of Market Street ended up in police custody after officers discovered an outstanding warrant for his arrest, Wednesday. Austin David Rebrook, 33, 142 N. Sixth Ave., Steubenville, was booked into the Jefferson County jail on a Ross County warrant for failure to appear for assault. An officer said he saw Rebrook with a baby stroller, "stamping his feet, flailing his arms and yelling something" before walking a short distance and repeating the behavior. They said he told them he was upset because he'd "signed a lease for an apartment but when he went to the apartment the landlord would not let him in and he needed to change his (child)," though the lease he produced indicated the apartment wouldn't be his until May 1. He said when he walks around town people "are bothering him and one person threw a beer can at them" and he was upset about it. He also claimed his ex had "stolen his children" and moved them to another town so he and the toddler child with him were homeless, so someone had started a GoFundMe page for him that raised about $12,000, but police located the child's mother in Toronto and learned the child was not homeless.

Odd behavior: A man in a Hollywood Plaza store was "yelling and mumbling profanities," Wednesday. Management told him he should leave, which he did.

Lost and found: Police were told a Wal-Mart employee lost her debit card and two females who found it used it to make two purchases at another mall store before she canceled it, Wednesday. The unauthorized purchases totaled about $90.

Wouldn't budge: An Oregon Avenue resident needed police to remove a man from the property, Wednesday. The homeowner said the man had been staying there for about a month but had broken a lamp and allegedly attacked a female resident. Police convinced him to leave.

Code issues: Notices of violation were sent to the owner/occupants of properties at 1411 Ridge Ave., 1416 Ridge Ave., 1400 Euclid Ave., 1240 Oregon Ave., 1219 Oregon Ave., 1319 Oregon Ave., 1420 Oregon Ave., 1501 Oregon Ave., 1529 Oregon Ave., 1232 Wellesley Ave., 1233 Wellesley Ave., 1322 Wellesley Ave., 1324 Wellesley Ave., 1334 Wellesley Ave., 1507 Foster Place, 1510 Wellesley Ave., and 1526 Wellesley Ave., all for high grass/weeds; Also, 1434 Oregon Ave., trash and litter scattered on property.

Agitated: Toronto area residents reported a neighbor threatened to shoot them, their animals and their children if they came on his property again, Wednesday. The female "said she panicked because all of her children were right there with them" when the neighbor appeared. The neighbor said "her animals are constantly on his property and her chickens continue to mess up their flowers," and her kids are "constantly coming into his yard" and mess with stuff in his garage. He said they've told him they're "building a fence out of tree branches because they want to get cows," but no tree branch fence is going to keep them enclosed and said he threatened the woman with legal action, not a gun. His wife said the kids' mother "is always in her backyard sunbathing without any clothing on while her kids run around" and that she also sits on her back porch in the buff.

Attempted theft: A Richmond man told deputies someone tried to steal his boat, Wednesday. He said he'd parked it in front of his shop with a vehicle in front of it, but when he returned the following morning, it was missing. He initially thought his employees were messing with him but then spotted it over the hill.
