Charged: Frank A. Stewart Jr., 55, 75 Windy Hill Road, Wellsburg, grand larceny, Monday.

Turn off: Dillonvale water crews wanted deputies to make a woman move her car so they could shut off her service, Tuesday. Employees said the resident had paid her bill that day “but should have paid it yesterday” so they’d sent the shut off crew out to turn her water off but she went home and parked over the shut-off valve. Deputies told the clerk they “could not have a vehicle towed which was parked on private property without a court order.” The woman said she’d consult village administrators and the solicitor “to determine how to proceed.”

Angst: A 17-year-old girl and her boyfriend were having issues, and when her mother picked them up at the movies told her they’d been arguing and the boyfriend could walk home, Tuesday. Her mother said after she dropped the boy off, her daughter “started complaining about wanting to have him over” and when her mother told her she needed to take a break, she “started slamming doors and screaming at her.” Mom said she tried to calm her daughter down but nothing worked and she eventually took her phone from her. She said she ran after her daughter and grabbed the book bag off her back and when her daughter yanked bank, she fell to the ground and called 911 claiming she was being abused. The daughter said she was “highly upset when her mother told her she wasn’t going to be allowed to go out with the boyfriend again and said she thinks mom is “being unfair and rude to her.” She had no signs of injury other than slight redness that appeared to be from the strap of the book bag, so they told her she’s underage and needs to listen to and respect her mother. The boyfriend’s mother said he was equally emotional, slamming doors and screaming because he couldn’t see the girl even though the two of them have been arguing recently.

Robbed: The owner of an Amsterdam area gas and oil business said it was broken into, Monday. He said surveillance cameras caught the perpetrator on camera in the shop and office area and said the man “stole several items, including cash” and then “sat on one of the beds and drank everyone’s beer.”

Light’s out: A Yorkville resident was concerned by a blue light she saw in her yard and “with all that’s going on in the area” she wanted a deputy to check it out, Monday. When the deputy arrived, she told him she’d figured out it was a toy known as a Rocket Copters and threw it away, but she forgot to call the dispatcher back to say she no longer needed assistance.

Give and take: A Wintersville man told deputies his middle-aged daughter had admitted to stealing his .22 Ruger rifle and 116-gauge shotgun, but when a deputy arrived at his home to take a report the man said she’d returned his guns and left, Monday.

Cat house: A Bergholz man said his new neighbor “threatened to do harm to his cats” if they go on his property, Monday. He asked deputies to speak with the man, who told them he hadn’t meant to sound as harsh as he had come across when he spoke with the caller. The new neighbor’s wife said she’s deathly allergic to cats and they’d had a lot of problems a their previous residence, and her husband said he didn’t want to deal with the smells associated with cats defecating and urinating on his property. He said he hadn’t meant his words to be taken as a threat, and he would never harm an animal without cause. He was advised to contact the Humane Society before taking action on his own.

Drugs: An apparent overdose was reported at a Bloomingdale residence, Monday. Ambulance crews advised they stirred the man with a sternum rub “but he still appeared to be impaired.” His female companion said he may have used heroin.

Noisy: A couple living on South Main Street, Amsterdam, were screaming at each other, Monday. Neighbors said his kids couldn’t sleep because of their squabbling, which ended when the female left the area.

Cited: Matthew S. Cain, 907 7th Ave., East Liverpool, speeding.

Steubenville Police

Landlord-tenant dispute: A woman who claimed she’d been living in a Maxwell Avenue residence for the past two years said her landlord showed up without notice and let himself in without her permission, Tuesday. She said they argued and said he started to go back into the residence when he slammed the door shut on her hand. She said he also took a table and chairs she had on her porch and loaded them in his truck. Police asked him to come out of the residence and talk to them but he refused, telling the officer “several times to get off his property.” The landlord got in his truck and was starting to pull away when another officer tried to speak with him “he just drove off.” Police stopped his vehicle in the 500 block of Lawson Avenue and said the man told them “the residence had been abandoned for several months and had no working electricity, gas or water.” He said he was trying to shut the door when the woman “purposely put her hand in the way to (keep) him from shutting the door.” He said she doesn’t have a lease and he asked her to leave “multiple times” before shutting the door. Both of them were told it’s a civil issue.

Robbed: A Lawson Avenue resident said a woman she didn’t get a good look at opened her front door and stole her purse, Tuesday. She said it contained about $690.

Served: A Rosswell Avenue resident was served with a warrant after a traffic stop in the 700 block of Rosswell, Tuesday. Police said Kevin Belon Sr., 56, 736 Rosswell Ave., was served with a warrant for misdemeanor theft and cited for driving under suspension.

Can’t miss: An Oregon Avenue resident said his neighbor’s caregiver keeps running into his trash can when she parks, Tuesday. He said he put the can in his grass, but the woman still hits it.

Damaged: An Efts Lane resident said she heard noises outside her door the previous night and found her glass door shattered when she got up, Tuesday. No entry was made.

Served: Lisa F. Mills, 58, 430 Lawson Ave., Steubenville, warrant, Tuesday.

Cited: Jason S. Reaves, 51, 1148 Millcreek Court, Columbus, speeding.
