Steubenville Police

Insecure man: A customer at a gas station in the downtown area told police she heard a woman in the back of a vehicle screaming "please stop" multiple times, Thursday. The woman said she knocked on the vehicle's door and asked what was going on and heard a female inside, "pleading for help" so she opened the door and saw a man standing over the woman yelling at her." She said the male shoved her away from the door and shut it, so she called for help and another bystander parked behind the vehicle so the man couldn't pull away. When police arrived the victim was sitting at the side door with a towel wrapped around her hand, "crying and appearing scared." The officer said the male was "talking next to her ear" and when he got close enough "began yelling at her to tell (police) what really happened." The victim had deep cuts on her fingers, but told police she'd tried to get out the door and cut her hand on a piece of metal. The male said they'd argued over the victim "liking photos of another man." She said she'd been asleep when the male "shook her awake because he was upset she was liking photos of another man on social media." She said when the arguing didn't stop, she tried to get out and cut her hand, insisting to police that it was "just a verbal argument" between them.

Damaged ego: A woman flagged police down to report a man was upset because she'd "been hanging out with another male," Thursday. She said he had her belongings in his car and he wouldn't give them back. Police located the man, who agreed to stay away from the woman and got her things out of his car.

Cited: A Dillonvale man was cited for hit-skip and driving under suspension after he was involved in two accidents a few minutes apart, Wednesday. Police said another driver told them he'd followed Kenneth R. Brown, 66, 269 Maple Ave., from the scene of the initial accident at John Scott Highway and Sunset Boulevard to Speedway in the 4000 block of Sunset Boulevard, where he pulled in front of Brown's vehicle and forced it to stop. In the process, he said Brown's vehicle struck his hitch but it wasn't damaged. Brown allegedly admitted he'd been involved in the earlier hit-skip but said he believed it was the other driver's fault and advised he left the scene to find someplace to park. Police reported extensive damage to the right front passenger side, tire and rim of Brown's vehicle, but no details of the initial mishap were immediately available.

Parking problem: A Highland Avenue resident told police he was threatened by a cab driver who parked in front of his mother's house, Tuesday. He said he'd walked up to the vehicle and asked the cabbie what he was doing and the driver got out and was "agitated with him." He said after they argued the cabbie left the scene.

Trouble brewing: A South Fifth Street resident said she's being harassed by another woman and her family, Wednesday. She said while she was outside, the other woman's relative had addressed her with a derogatory term. Earlier in shift, the other woman had claimed the caller's daughter was outside taking photos of her and believed it was a violation of a protection order she'd gotten against the caller, though she admitted to police she didn't know if the girl had posted them online or sent them to anyone else.

Goldilocks: A resident in the 500 block of South Fifth Street told police she thought someone had been in her home, Tuesday. She said some of her food had been eaten.

Had enough: A disturbance was reported in the 600 block of North Fifth Street, Tuesday. A male told them he'd allowed a woman to stay at his place after she lost her apartment several months ago, but now he wants her to leave. Police told him she'd established residency, so he agreed she could stay until she found alternative housing. She told police she'll start the process.

Changed his mind: A man refused to leave a property in the 900 block of Sherman Avenue, Tuesday. Police said when they arrived, the male in question jumped in a car and left.

Harassment claimed: A woman in the 400 block of North Fourth Street told police she's being harassed by a man who believes she owes him money, Tuesday. She said the man was "beating on her window and made a threatening hand gesture" to her before leaving her residence.

Overstayed: A Ross Street resident said he'd been letting his brother hang around his house but they'd started arguing and he was no longer welcome there, Tuesday. The brother said he was "visiting and charging his phone," but he would leave and not return. Police warned him he'd be charged with trespassing if he came back.

Vandalized: A man living in the 1400 block of West Adams Street said his rear window was shattered overnight, Wednesday.

Not a fan: A Pico Street resident wanted her son's girlfriend to leave her home, Wednesday. After speaking with police she left.

Pilfered: Over the counter medications and other household items were reported missing from a package delivered to a Sherman Avenue residence, Wednesday.

Pirated: A South Fifth Street resident said a Temu package that was reported delivered wasn't at her front door, Wednesday.

Unsupervised: Someone reported seeing several unattended juveniles playing with lawn equipment, Tuesday. Police checked the area but said it was clear.

Charged: Employees at Walmart told police they'd watched a woman skip-scan merchandise, Wednesday. Lori Hamilton, 57, 138 Kathy Drive, Wintersville, was charged with misdemeanor theft, police said.

Booked: Jennifer Fletcher, 40, 235 S. Eighth St., Steubenville, domestic violence, Wednesday. Police said the victim's hands and shirt showed signs of having been in a struggle and reported being bitten.

Collision: Frank Sciarra, 28, 494 Lincoln Blvd., Steubenville, cited for a stop sign violation after he allegedly attempted a left turn onto the Adams Street ramp and struck the driver's side door of a westbound vehicle.

Booked: Christine Smith, 67, Steubenville, domestic violence, Wednesday.

Broke it up: A fight involving "a large group of individuals" was reported in the 700 block of Market Street, Thursday. Police said as they arrived the group was dispersing and people were headed toward their vehicles, and said no one wanted to talk with them.

Code issues: Notices of violation were sent to owners/occupant of properties at 1111 Park St., 1412 Plum St., 122 Jackson Drive, 1247 Oregon Ave., 1409 Oak Grove Ave., 429 Maxwell Ave., 723 South St., 1511 Maryland Ave., 430 Maxwell Ave., 1240 Oregon Ave., 1436 Oregon Ave., 1328 Arlington Ave. and a side lot, 270 Hollywood Blvd., all for high grass/weeds.

Cited: Rolander Brown, 69, 346 Summit Ave., Steubenville, driving under suspension after a fender-bender Wednesday in a parking lot on Maxwell Avenue.
