Steubenville Police
Overstated: A caller reported seeing an intoxicated man sitting on a park bench in the 700 block of South Seventh Street, Sunday. Police said the man was sitting on the bench in front of his apartment, talking on his phone and though he had an alcoholic beverage they said he did not appear to be drunk and was able to stand up and speak without any issues. After declining medical assistance, he was asked to cover his beverage container.
Loud noises: A caller in the 500 block of Woodlawn Avenue reported hearing multiple gunshots but someone else described the noise as fireworks, Sunday. Police said they "thoroughly checked the area" and no evidence of gunshots or fireworks was located.
Left behind: A Wintersville woman and her child were left stranded at a University Boulevard business after an argument with her male companion, Monday. Police went to the location to assist her, but the woman had left the property, and they were unable to locate her.
Gibberish: A caller reported seeing a suspicious male trying to get in a locked vehicle in the 1200 block of Arlington Avenue, Monday. Police said they found the man laying on the hillside sleeping, and "after many attempts to wake the male he sat up and when asked what was going on he was making no sense." After identifying him they said he was transported to the hospital "due to his condition."
Handsy: A woman in the 400 block of South Third Street said her child's father "placed his hands on her and took her cell phone (then) smashed it," Sunday. She told police the man was at her home when they began to argue. She didn't want to pursue charges.
Raising eyebrows: People were bothered by two people arguing in the 300 block of North Seventh Street, Sunday. Police spoke with both parties separately, and each insisted the disagreement was strictly verbal. Police also were asked to check on two people in the 700 block of Market Street who were arguing Sunday. They also told officers it was a verbal disagreement.
Reclaimed: A woman in the 400 block of Woodland Avenue told police juveniles took her son's scooter but she had already gotten it back, Sunday. She said they were in their apartment when they heard people banging on the door to her apartment telling her to come outside, but she said she didn't know who they were.
Booked: Misty G. Miller-Barnes, 30, 475 S. Fifth St., Steubenville, warrant for failure to appear (Harrison County), Sunday.
Cited: Brandon Thornton, 19, 1412 Madison Ave., Toronto, expired registration and no driver's license.

Three's a crowd: A Two Ridge Road resident told deputies his wife and daughter were arguing over who would get to use the stove first, Sunday. The daughter said when her stepmother told her she was going to "beat her (backside)" she referred to her by a derogatory term. The three of them were advised if they can't co-exist in a small space they need to make other arrangements. All were advised to find neutral corners,
Relationship issues: A Mingo Junction man said his wife was drunk and he wanted her to leave, but a neighbor called to report she "showed up screaming and crying" claiming the male had hit her, Monday. The male said they'd been fighting and she threw a beer bottle at him, and when she tried to leave in her car, he stopped her and took her keys because she was drunk. He said she went back into the house and got his keys, but he was able to get them from her, too. Deputies said the woman "absolutely appeared to be intoxicated" and admitted throwing the beer bottle at him. She said the male tackled her when she walked toward the car but insisted she was just going to call someone to pick her up. She had no visible injuries though she said her arm hurt. Neither of them wanted to pursue charges, but the woman did want her dog from the residence so deputies retrieved it and allowed her to gather some of her belongings.
Poor parenting: A Dillonvale resident said he looked out his window and saw a very small child with "an extremely soiled diaper" wandering around his yard, Friday. The man said he changed the child's diaper, but deputies report it was the second day in a row that he'd found the child unattended. Deputies went to the child's home but were unable to locate her parents, so deputies took her to the Jefferson County Justice Center. An hour later the mom showed up at the justice center and told them she'd had an older child supervising the younger ones while she tended to a baby in a back room and claimed she didn't hear the deputy knocking on her door, but also admitted "the only reason she knew (the child) was missing was because she got a phone call from her mother.
Bad break: A Wintersville woman told deputies her ex-girlfriend pushed her way into her apartment and stole her iPhone, Friday. She said the woman bought the phone for her but she was the one who's been making the payments. Deputies told her property fights are for the courts to decide.
Drugs: Passersby told deputies they stopped to help an unresponsive man they spotted in someone's backyard on Liberty Street, Sunday. They said they didn't know him but some him on the ground, bleeding from his mouth and called for help. Deputies said ambulance personnel were able to revive him but when they talked to him he claimed not to remember what he took or how he ended up there. While they were there a family member showed up and "began yelling at him) and asking who he was with." He told her he didn't know what had happened, but she said he likely "overdosed on fentanyl due to that being his drug of choice and this not being the first time he had overdosed."
Cited: Victoria White, 200 Woodward Ave., Mingo Junction, operating a vehicle without a license. Deputies said White's pickup truck had caught fire while she was inside a Mingo Junction market.
Booked: Keith A. Jones, 54, 49600 Foxes Bottom Road, Cadiz, warrant for failure to appear in Wintersville County Court on an operating a vehicle under the influence/hit-skip charge, Friday.
