Steubenville Police
Old buddies: A Rosswell Avenue resident said a man she didn’t know was banging on her window, Monday. He was gone when police arrived, but the woman told them the stranger said he and her husband were in jail together. She said the two men left the property together.
Off-road: A driver had a large bump on his forehead and complained that his chest hurt after his car ran off the road and crashed into a tree in the 1400 block of Belleview Boulevard, Monday. The driver told police he’d had a seizure. The vehicle had heavy front-end damage.
Converters missing: Someone is stealing catalytic converters again, Monday. An employee at Remodeling Solutions reported three of them were stolen from two company trucks, while the manager at Fastenal showed police four trucks missing their catalytic converters.
Sisters: A South Fifth Street resident who’s been arguing with her sister said she got her phone fixed and noticed a family member had sent her a threatening message, Monday. She told officers she wants to pursue charges.
Told to leave: A Park Street resident told police she’s being forced out of a residence she’d shared with her boyfriend for two years prior to his recent arrest on drug charges, Monday. She said the landlord was in the process of changing the locks and kicking her out. The landlord told police the man who’d leased it was arrested after a drug raid and the lease agreement he’d signed specifically prohibits drug activity. He said the woman is not on the lease and does not pay rent and to his knowledge, never lived there, but he did allow her to get her things out of the property.
Can’t stay: A caller told police two people seemed like they were trying to break into the rear of a vacant property in the 600 block of North Sixth Street, Monday. Police observed them on the steps behind the property, but noted there is no rear entrance or windows. They told the couple that the property might be vacant but it’s still private property and they’d have to leave.
Drunken ex: An El Villa Way resident said her ex walked into her home, uninvited and unannounced, Monday. She said he “was intoxicated and causing a scene,” and when she asked him to leave, he refused until she called police.
Confrontation: A caller reported a man was standing in front of a McKinley Avenue residence “yelling for a male to come out and fight,” Monday. The homeowner said the man wanted his son to come out and fight and when he confronted him, he said the man “began threatening him and stated he had a knife.” The other man said he was walking near the property when the other man came outside and they started arguing. Both were told to go in their homes and stay away from each other.
Booked: Skylar Haines, 23, no fixed address, probation violation, Monday. Police were called to the 100 block of North Fourth Street for reports of two men fighting and found Haines, wanted on a warrant for allegedly violating the terms of his probation. The other man said he’d been punched several times but did not want to pursue charges, and was asked if he wanted medical assistance due to blood under his nose but he declined.
Pricey drive: An Opal Boulevard resident told police a friend he put $1,000 in cash a friend gave him for a ride home in a drawer, then discovered it missing, Monday.
Bad terms: A North Sixth Street resident said her former roommates won’t turn over a package that was mistakenly delivered there, Monday. She told police when she’d ordered the item, she’d listed her new address on the shipping label but it was delivered to her old address. Police told her the old address is outside city limits so they can’t intervene.
Booked: Kathleen M. Noble, 64, 132 W. Steubenville St., Bloomingdale, theft, Monday. Wal-Mart employees allege Noble tried to leave the store with clothing and cat food she hadn’t paid for. They claimed Noble put the items in a blue bag, then covered the bag up with other items before trying to leave the store, police said.
Aggressive dog: A city resident was cited after her dog allegedly trapped small children on a trampoline in the 3200 block of Portland Ave., “growling and jumping around (it) while the children were on it,” Monday. The homeowner said his kids were playing when he saw the dog come through a hole in the fence. He was able to distract the dog while the kids ran into the house, and the dog’s owner told them she didn’t know it had gotten out. Jennifer Strovilas, 47, 3220 Sunset Blvd., was cited for dog at large.
Booked: Shirley Diley, 58, 323 Summit Ave., Steubenville, misdemeanor theft, Monday. Police said Wal-Mart employees allege they saw Diley skip-scan merchandise and then try to leave the store without paying for it.
Signed out: A Logan Avenue resident said someone stole political signs from her yard, Monday. She said it’s happened in the past.
Cited: Kayla R. Haddon, 28, 2029 Commercial Ave., Mingo Junction, expired registration; Dejonia Rosser, 20, 1096 Claire Ave., Steubenville, dog at large, Monday. Police said they found Rosser’s two dogs running loose in the 300 block of Summit Avenue.
Irresponsible: A woman visiting a friend in the 100 block of North Fifth Street said she left her car unlocked with her handgun inside, and when she got home couldn’t find it, Monday.
Arrested: A city resident was picked up on a warrant after a traffic stop on Fourth at Washington streets, Monday. Police said Diontae L. Culbreath, 36, 1400 Oak Grove Ave., Steubenville, was booked on a warrant for petty theft out of Steubenville Municipal Court. Culbreath also was cited for expired/unlawful plates.

ATV wreck: A juvenile was transported to Weirton Medical Center after an ATV accident in the vicinity of Dean Street in Piney Fork, Saturday. Deputies said she was riding with friends and lost control of the ATV. She complained of arm and leg pain.
Noisy: A caller complained of loud music in the vicinity of South Walnut Street in Richmond, Saturday. Deputies located the source of the music, a detached garage, and said the owner turned the volume down.
Drugs: Two individuals were suspected to be overdosing an unresponsive in a vehicle, Saturday When deputies arrived EMS told them both parties were out of the car and denied using drugs, though each of them was “showing signs and symptoms” of overdose. Their fathers came to the scene to collect them.
Stolen: An employee reported the theft of copper wire from the AEP substation in Adena, Friday. Deputies said several areas throughout the property were vandalized and about 150 feet of wire removed. He said it amounted to at least several thousand dollars in damage.
Complaining: A woman in Mingo Junction complained that a neighbor was creating a parking issue, July 18. Deputies checked the property and said they located a van belonging to the neighbor parked at the edge of his property and two trailers parked on a property that has no owner listed, but said there was enough room for vehicles to pass by and his vehicles weren’t hindering anyone’s access, so the caller was advised it was a civil issue.
Worried: A county resident told deputies she thought someone tried to get in her home, July 21. Deputies said she found a small piece of paper with a schematic diagram along with two transistors taped to it and believed it was drug paraphernalia. They said there was no sign the door had been tampered with and they didn’t see any faces in the video footage she showed them.
Booked: Michael R. Cvengross, 39, 1106 Cinder Road SE, Carrollton, failure to appear, July 19; Russell E. Whittaker, 52, 400 S. Bridge St., Adena, warrant out of Dillonvale county court for failure to appear for proceedings involving a 2021 assault charge, July 20. Whittaker was apprehended by Belmont County authorities and turned over to deputies at the county line; Richard Nathan Shebovsky, 59, 501 Harrison St., Empire, warrant out of Virginia for felony probation violation, July 21.
