Steubenville Police

Charges filed: A woman was booked into the Jefferson County jail after police allegedly watched her dragging a toddler to her home and "strike the child in the face with a closed fist," Sunday. Police said Chantel M. Mitchell, 25, 492 S. Sixth St., "denied that she had done anything of the sort and claims that she was unaware of what officers were speaking of," but they told her a dispatcher and shift supervisor had watched surveillance footage of the incident. Mitchell was charged with child endangerment and abuse and domestic violence, police said.

Not funny: Police told a woman in the 300 block of Terrace Avenue that a man living with her has been prank calling 911 and several police departments in the area and in other states, Sunday. She told police she was aware he'd been doing it and that he'd been arrested for it "in the recent past." He wasn't there when police were at the residence so they asked the woman to let him know he needed to stop before he ends up in custody for misuse of 911 communications

Lawn shopping: A Ridge Avenue resident said a neighbor told her her ex was on her property and attempting to gain entry to her residence, Sunday. Police said the man was there and had loaded his car with items belonging to him that he'd collected from her yard and showed them text messages in which she'd told him he could get his things, but she wasn't there. He admitted he didn't reside there but said he'd stayed with her several times a week and told police when he arrived he found some of his things strewn in the yard and the door locked. He wanted to knock the front door down to gain entry to the house but police convinced him that wasn't a good idea. Police spoke with his ex who told them he could bring a U-Haul and get the rest of his things the following day.

Drugs: A Market Street resident said her boyfriend had overdosed in her home, Sunday. Police said the man was on the ground but responsive when they arrived after she administered 24 miligrams of Narcan. He told them he'd used fentanyl, and his girlfriend said when she found him he was turning blue. He was taken to the hospital for evaluation and issued a drug treatment form.

Damaged: A Cedar Avenue resident told police someone shattered the mirror on her vehicle, Sunday. She said the damage happened overnight.

Booked: Foster H. Maiorano, 19, Lovers Lane, Steubenville, domestic violence, Sunday. Police said Maiorano allegedly threatened an individual during an argument; Gladys White, 32, 1315 ½ Maryland Ave., Steubenville, warrant, Sunday.

Hit-and-run victim: A man sought treatment in the Trinity Medical Center West Emergency department for injuries he said were suffered when he was hit by a car, Saturday. Deputies said a family member transported him to the hospital and report he told them he'd been walking down Lincoln Avenue "when he thinks he was struck by a vehicle." He said he was "knocked down and winded" by the impact, later telling them he "got hit from behind and flew into the air," and said when he looked up saw a dark-colored midsize SUV stopped in the road in front of him. He told deputies he ran into someone's yard and hid because he "was afraid someone would get out." Deputies said the male suffered "several broken ribs and internal bleeding."

Iced out: A woman learning how to park a car rammed an ice machine at the Quick Stop in Cross Creek (Cadiz Road), July 24. Deputies said there was no damage to the car but the ice machine appeared to be "beyond repair." The owner of the car told them he was teaching her to drive and they'd had a parking lesson. Athena Elaina Donaldson, 30, 564 Cadiz Road 2, Steubenville, was cited for no operator's license and Benjamin Harry Hill, 29, 129 Higgins Drive, Mingo Junction, with wrongful entrustment.

Under water: A Hammondsville woman reported a side-by-side submerged in a creek by her house, then called back to report two men were threatening to "come onto her property and throw her into the creek," Sunday. She told deputies the men were riding through the creek when they hit a deep spot in the creek and the side-by-side was submerged. She said she was concerned when she saw several gas cans on the back of the vehicle floating away, so one of the men grabbed a can floating in the creek. She told deputies one of the men "threatened to throw her in the water and drown her" because he was upset she hadn't helped them pull their vehicle out of the creek. She said she would have helped if they'd asked her but neither of them did. She wasn't interested in pursuing charges. One of the men told deputies his friend "had a few words with her" and that was it, but the other admitted he was "upset she was standing there not helping." He said he had someone who was willing to come to the property and get the side-by-side out of the creek provided the property owner approved. She said she did.
