West Virginia State Police

Charged: Kevin E. Belon, 56, 736 Rosswell Ave., Steubenville, driving while suspended for driving under the influence and providing false information to a trooper, Thursday.

Jefferson County Drug Task Force

Drug raid: A Rayland man ended up behind bars after authorities found drugs in his home during a Friday morning search, Jefferson County Drug Task Force Commander Capt. John Lemal said. Michael Sempkowski, 52, 64 township Road 113, Rayland, was charged with possession of methamphetamine. Detectives also seized cash, Lemal said.

The Jefferson County Drug Task Force, which is comprised of members of the Jefferson County Sheriff’s Department, Steubenville Police Department and the Jefferson County Prosecutor’s office, was assisted by the Jefferson County Special Response Team.

Bad reaction: A woman in the 1200 block of Wellesley Avenue said a man who’d stayed at her house a couple of times since arriving back in town recently was irate when she told him he couldn’t stay there anymore and placed his “few belongings” on her porch, Sunday. She said he came back to her house that afternoon with an ax, walking around the house while they argued. She claimed he punched her in the face so she ran outside and tried to hide behind a vehicle to call 911, but he found her and started punching her in the face again, then took her phone and stepped on it before fleeing on foot. Police said her lip was split, and neighbors told them they’d seen the man “pounding her face” multiple times.

Bizarre: A resident in the 100 block of North Fifth Street told police an acquaintance told him “if (you) keep stinking he will beat him.” He was advised to stay away from the other man.

Thirsty business: Employees at a North Seventh Street business said a man who’d tried to make a purchase became irate when they asked for an ID, Sunday. They said he “(sat) on his car all day and when they closed the store he tried to open the doors.” He left before police arrived.

Homeless: A man sleeping in a stairwell in the 600 block of Washington Street was told he couldn’t stay there, Sunday. Police said he collected his things and left.

Needs to leave: A Ravine Street resident wanted her son removed from her home, Sunday. Police gave him a ride to Adams and Fourth streets.

Rolling stop: Employees at Wal-Mart told police they watched a man wheel a shopping cart full of school supplies, clothing and drinks out the door and loading it into his vehicle without paying before coming back in the store and loading up another cart, Sunday. Police said Zachary L. Petticord, 37, of Pittsburgh was charged with misdemeanor theft after he turned over merchandise valued at $220 that he’d stashed in his car. Employees said they stopped Petticord and a female companion from allegedly leaving without paying for a second shopping cart full of merchandise, police report. Police said the female denied involvement and “insisted that she was oblivious to his actions,” but store personnel wish to pursue charges and will forward the surveillance footage to prosecutors for evaluation.

Phone fight: A Market Street resident said she was arguing with her boyfriend over her phone when he “grabbed (it), shoved her and ran out of the apartment,” Monday. After fleeing he came back for a bag of clothes that she tore a hole in as he left. She told police he still had her iPhone, but they didn’t find it on him, and he insisted it was still in the apartment.

Red face: A Woodland Drive resident said her ID card and a credit card were missing from her purse, Sunday. She told police she wasn’t sure if she’d forgotten them at home or if someone opened her purse and stolen them. She contacted police later to report she’d found them in the home.

Charges filed: Wal-Mart employees told police a woman loaded up a shopping cart and then tried to leave the store without paying, Sunday. LaTasha J. Birden, 35, 1655 Oregon Ave., Steubenville, was booked into the county jail on a petit theft charge as well as criminal trespass, since employees said she’d been banned from the store for life. Deputies said she also had several theft warrants outstanding.

Booked: Emily Black, 38, 474 S. Fifth St., Steubenville, warrant for failure to appear, Sunday.

Code issues: A notice of violation was sent to the owners/occupants of a property at 156 Greenwich Avenue, high weeds/grass, junk and litter in the yard.

Cited: Quarnailla Gee, 28, 135 Beverly Lane, Wintersville, stop sign violation; Jeremy Blackburn, 115 E. Steubenville St., Bloomingdale, loud exhaust.

Creeped out: A man took pictures of two boys in a shower house at the fairgrounds, then accused them of trying to steal his duffle bag, Saturday. The man told deputies he’d been preparing to shower when he thought he heard one of the boys say “just grab it and run” so he pulled out his phone and took pictures of both of their faces. He admitted that at no time did the boys take his bag or attempt to take his bag and showed deputies the pictures he’d taken of their faces. Deputies explained to him that even though his intentions were just to document the boys’ faces in case they did snatch his bag, by law the boys had an expectation of privacy and pictures were prohibited in the shower house. The boys had reported the incident to family members, who moved quickly to keep the picture-taker contained, while the boys walked to the fair office to request assistance from deputies.

Game time: An Amsterdam man asked deputies to check on his two children because their mother didn’t drop them off for his visitation, Saturday. Deputies said he “behaved belligerently, even using profanities” with dispatchers after he was told it was a civil matter. A deputy intervened but said the man was still being belligerent. The man told deputies a new court order states he gets the kids every Saturday for eight hours beginning at noon and his ex didn’t bring them. When they checked on the kids, deputies said the house was clean, the kids were fine, fed and happy and showed no sign of abuse. Their mother said the schedule change messed her up and she hadn’t intended to deprive their father of his weekend, but when she tried to explain to him what happened “he was ignorant to her and said it will be taken care of in court.” She said she’d offered to bring them Sunday but he refused. Deputies said it appears the well-being check on the children “was an anger-filled retaliation against (his ex)” and said it “is apparently typical for (him) to behave ignorantly and spitefully.”

Angry woman: A man trying to repossess a vehicle at a Penfield Road (Cross Creek Township, Steubenville) location told deputies he was assaulted by a female, Friday. He said he was not injured and not interested in pursuing charges but wanted it documented that as he was in the driver’s seat she climbed in and “began ‘striking’ and ‘scratching’ him.”

Hit-skip: An Amsterdam resident said someone drove a truck through her property, hitting her sheds and a side-by-side, Friday.

Damage discovered: A broken window was found at a house in the 100 block of East Main Street, Hopedale, Saturday. The resident said he’d called the night before to report a suspicious person outside his home, but they eventually left. He thinks the same person might be responsible for the damage.

Appetite for trouble: An inmate claimed he’d eaten his jail-issued foam flip flops, Saturday. He was transported to the hospital, where doctors determined he had not eaten them. Deputies noted in the past he’d eaten pencils so he could get out of jail for a few days. When he found out he was going to be returned to jail they said he immediately began acting out.

Booked: Donald Earl Anderson, 54, 246 Lincoln Ave., Mingo Junction, probation violation, Sunday.

Cited: James Albert Totten, 3188 Amsterdam Road SE, Scio, driving under suspension.
