Steubenville Police

Walk-ins not welcome: A South Fifth Street resident was “struck multiple times in her face (and had) dried blood on her lips” after a stranger walked into her home and was heard by roommates telling himself, “The door was unlocked and I’m going to be staying here tonight,” Thursday. A woman who also lived in the property said she was sleeping on the sofa when she heard the back door close and saw a man standing in the kitchen who “appeared to be talking to himself.” She said she ran upstairs to tell the victim there was an intruder and a third individual who lives in the property said the suspect “began yelling that he could of killed everyone in the house,” then pointed at him specifically and said he “could of killed you.” The victim came downstairs and tried to guide the intruder out but instead he “hit her multiple times and knocked her to the ground.” The roommates said they pulled the unknown male off the victim, who is pregnant, and he left. The victim refused medical attention but told police she wants to pursue charges against the intruder.

Street walking: An unattended juvenile walked away from a house in the vicinity of the 600 block of Grandview Avenue, Wednesday. Police said a bystander spotted the child, a 3-year-old girl wearing only a diaper, in the 600 block of Grandview Avenue. Police said when they told the toddler’s mother she’d been out alone, the mom told them “someone must have left the front door open.” She was told to “take extra precautions in securing all doors in her residence to avoid (it) happening again.”

Nuisance: A city resident reported her ex continues to drive by her house and is “calling her constantly,” Wednesday. She said she’s reported his behavior, including property damage, several times and had blocked his calls but he gets around it by using an unknown caller ID. While police were talking with the woman, the ex called her “numerous times.” Police advised her what she’d have to do to get a protection order.

Regretting it: A South Sixth Street resident said a man was refusing to leave her residence, Thursday. She said she’d tried to help him out by feeding him “but he became angry after he had asked her for money and she refused to give him any.” She said the man left prior to police arriving and she did not want him to return.

Asking for trouble: A resident in the 100 block of North Fourth Street told police a man known to him was “knocking on his apartment door challenging him to come outside and fight.” He said the male “keeps bothering him over a dispute about money.”

Booked: Omar Smith, 54, 1410 Euclid Ave., Steubenville, domestic violence, Wednesday. Police responding to reports of a disturbance said Smith told them he and his live-in companion had been arguing “somewhere around the bus station downtown” because she was convinced he had her reading glasses in his car. He said he let her see for herself they weren’t there but claimed she grabbed his phone and told him he “could have it back when she gets her glasses back” before leaving the scene. He said she was already home when he got there and came out to argue with him in the yard and claims she pushed him “so he did hit her,” police said. He said she ran inside and tried to lock the door so he kicked it open, prompting her to “come out of the residence and begin hitting him with a pole.” Police said the female told them they’d been arguing downtown and he “grabbed her by her neck over a phone” so she took the bus home, and when he arrived “he kicked the door in and it struck her in the face.” She declined to pursue charges against him and admitted to police she’d tossed his phones in some weeds behind her house. A neighbor said the victim had warned her Smith was on his way and “an incident” had taken place. She said the victim was on the porch when her male companion pulled up “and they started yelling.” The witness alleges he hit her and when she ran in the house and tried to close the door “kicked (it) open.”

Summons: Employees at Walmart told police a woman had been detained for allegedly skip-scanning merchandise, Wednesday. Deborah K. Phillips, 53, 707 Market St., Apt. 312, Steubenville, was charged with misdemeanor theft, police said.

Summoned: Joel B. Freeman, 37, 403 Summit Ave., Mingo Junction, misdemeanor theft, Wednesday. Loss prevention officers at Walmart allege Freeman, an employee, admitted “skip-scanning and consuming various food and drinks without paying for them” over a four-month period. Police said the merchandise was valued at nearly $60.

Cited: Doughlas D. McCuiston Jr., 31, 1242 Oregon Ave, Steubenville, speeding; A silver SUV with expired plates left on ramps under a tarp that residents said hadn’t moved in more than a month was towed from the 2600 block of Cleveland Avenue and the owner issued a ticket for a display of plates violation.
