Bird Man: A driver who allegedly had a bird perched on his shoulder when he crashed his vehicle into an embankment at the intersection of Lovers Lane and county Road 26 was cited after a witness produced a photo of him he took before he tried to flee the scene on a zero-turn lawn tractor, Friday. Police said Ryan E. Doran, 117 Meadow Road, Wintersville, was charged with failure to control and leaving the scene and the vehicle and a trailer he’d used to haul the tractor were impounded. The tractor, also impounded, was located on Lovers Lane near Country Club Manor.

Free for all: A man who was upset when employees at a cell phone store wouldn’t give him a free phone called police, Friday. The man told police “he is in charge of Jefferson County and made a law that states he and his family receive free cell phones. Police told him that the store doesn’t have to give him a free phone no matter what law he put in place and if he didn’t like it, he should contact the corporate office. Employees said only that the man “was rude” when they told him no, so police told the man he needed to leave. Officers had to return to the store three hours later because he’d returned and demanded they give him his free cell phones. Employees told the man to leave and not come back but he refused to go until they called police.

Nailed it: A man in the 1200 block of Oregon Avenue complained of harassment, Friday. He told police someone “removed the nails to one of his front porch steps, causing the board to be detached.” Police checked the step and told him it “appears the nails had completely rusted off, causing the board to become loose.” The resident told police he “wanted it documented that he does not get along with his neighbor.

Big miss: An Oregon Avenue resident said he and his wife were “arguing over a cell phone and he swatted at the phone to knock it out of her hand” but missed and “inadvertently struck her juvenile son,” Sunday. He said the boy and her other son “began striking him in the face.” The man’s face “was swollen (and) his right eye was … swollen completely shut,” police said. He didn’t want to pursue charges.

Animal house: A woman in the 700 block of Oakmont Avenue said her neighbor was “screaming (and) cussing at her and threatened to poison her cats” after she complained that the neighbor’s dog was chasing them, Friday. The neighbor said the caller “was upset and screaming about her cat getting chased” and said she’d been having trouble with the caller and her family, but police told her the city has leash laws, and she could be cited for allowing her dog to run loose. The women were advised to stay away from each other.

Let themselves in: Someone entered a residence in the 1300 block of Oregon Avenue through a hole cut in the wall of an adjoining apartment, Saturday. Police said the complainant believes the previous tenant broke in and stole several items because the locks hadn’t been changed since her eviction. The thief also unscrewed the locking mechanism and door handle to a building behind the apartment and stole a stainless refrigerator and several light fixtures.

Cheesy: A Ross Park Boulevard resident who asked kids to leave her yard a few days ago said they returned and “sprayed cheese on … her car and her house,” Saturday.

Drugs: A man in the 1200 block of Lincoln Avenue overdosed and firefighters had to revive him with Narcan, Saturday. A drug treatment form was issued.

Booked: Deanna Martin, 42, 527 Union Ave., Steubenville, failure to appear (Belmont County), Friday; Tajh Jackson, 35, 433 Henry Ave., parole violation, Saturday.

Code issue: Notice of violation was sent to the owner/occupant of a property at 718 Woodlawn Road, high grass/weeds.

Cited: Adarra Atkins, 26, 710 Oakmont Ave., Steubenville, driving under suspension; Brittany Breuninger, 41 7705 state Route 213, Toronto, expired plates; Patience Fields, 24, 711 Market St., Apt. C, Steubenville, no operator’s license and no tail lights; Brian Connors, 48, 136 Rosslyn Blvd., Steubenville, expired plates; a juvenile in the 1300 block of Maryland Avenue was cited for expired/unlawful plates and the vehicle towed.

Towed: Vehicles parked in the 600 block of Wilkins Street, expired registration, weeds and debris around tires; the 1300 block of Wellesley Avenue, expired plates and debris around the tires; the 1200 block of Oak Grove Ave., motorcycle with flat tires and no registration; the 1500 block of Euclid Avenue, silver Hyundai with flat tires and expired plates; and the 1400 block of Oregon Avenue, black BMW with expired plates and debris around the tires

That’s entertainment: A Smithfield township resident told deputies she was upset because a woman was outside her home honking her horn. The motorist said the homeowner’s daughter asked her to pick her up and she “honked the horn to let her know she was there.” While a deputy was talking with the motorist, the homeowner came outside, “screaming” at her. The homeowner then complained that the motorist had her dead father’s cane and wouldn’t return it, but when the deputy tried to explain that property disputes can only be decided in court she began shouting that he “didn’t know (his) job” and “was not enforcing the law correctly” before proceeding to tell him he needed to enforce the noise law even though there is no Ohio noise law to enforce. When he tried to explain to the homeowner what she would have to do to obtain a protection order he said she “began to walk away, telling (him) he was useless” before saying she didn’t want the motorist on her property because she was “flirting with her mans.” The deputy asked the motorist to leave until the girl was ready, and when asked if she needed anything else the homeowner told them “She did not because (he) didn’t know (his) job and did not do anything to help her.

Reported: A resident in the Dillonvale area said someone had tried to break into her home, Oct. 18. The caller said the first night someone turned her door handle, and the following night hit her door.
