Steubenville Police

Cited: A caller reported seeing a man “following a (woman) walking with her kids,” Tuesday. The female who was being followed said he didn’t say anything to her or try anything with her or the kids. She said she had no idea who he was and lost sight of him in the 400 block of Logan Ave. Police said they spotted the man “stumbling in and out of the roadway” and reported he wouldn’t answer questions. He was taken to the hospital for treatment.

A caller reported a woman in the 500 block of Woodlawn Ave. “screaming in the roadway,” Tuesday. She told police she was “screaming to her daughter on the phone because she couldn’t hear her.”

A woman in the 700 block of Market St. said her son was “pounding on her apartment door” and she doesn’t want him there, Wednesday.

Booked: Akeem J. Howard, 39, 3118 Johnson Rd., Steubenville, warrant for domestic violence, Tuesday.

Served: Nathaniel Wise, 20, Forest Court, Steubenville, warrant for breaking and entering, Tuesday.

Code issues: Notices of violation were sent to owners/occupants of properties at 906 Pittsburgh St., construction materials piled on side of resident as well as litter and discarded materials in back yard; 1648 Oregon Ave., construction material, an aluminum door, glass and wood, and other discarded items piled behind property; 1320 Pennsylvania Ave., a pile of litter behind the fence on the alley side; 1407 Oregon Ave., litter and household garbage in side yard and on back deck; and 1417 Oak Grove Ave., litter and garbage on the front porch and in back yard.

Cited: Cynthi L. Tate-Whanger, 67, 2152 Bantam Ridge, Wintersville, speeding (school zone); Jonathan Pullie, 51, 702 N. St. Rear, Steubenville, public intoxication, Tuesday. Also, a vehicle with expired plates parked in the 1300 block of Oak Grove that hadn’t moved in some time was ticketed and towed.

Brooke County Sheriff

Charged: Robert S. Still, 45, 1970 Township Road 134, Dillonvale, improper registration, driving while suspended and obstructing an officer, Wednesday.

Charged: Rian A. Harkins, 24, 106 Fourth St., Follansbee, malicious assault and domestic battery, Wednesday. The charges stem from an incident in which Harkins allegedly struck a woman known to him and brandished a knife before her while also using the knife to cut his own neck.

Cited: Jon Sizemore, 43,Cleveland, driving under the influence and failure to maintain control; Timothy R. Talbott, 21, Mobile, speeding and unsafe lane change; Michael P. Castner, 35, 200 Cunningham Lane, Steubenville, using an electronic device while driving; Robert M. Valle II, 38, 340 Bantam Ridge Road, driving while suspended; and Margaret L. Montgomery, 25, 801 Stump St., Empire, failure to display license plate.

Cited for speeding: Timothy E. Knight, 48, Akron; Kathy J. Birney, 67, 104 Meadow Road; and Evelyn L. King, 35, 799 County Road 19, Mingo Junction.
