Police Beat

STEUBENVILLE POLICE

Life lessons: A mother and daughter who live a few doors from each other in the same building downtown were standing in their doorway Wednesday “screaming at each other.” Mom told police she “does not approve of how her daughter is living her life with no job, no money (and) no food” and that she “just wants to go party at a bar.” She said she’d “just bought her daughter groceries and paid her bills,” and not long after that her daughter “accused her of messing around” with a mutual male friend and “began screaming obscenities at her and publicly disrespecting her.” The two were advised to stay away from each other.

Booked: A city resident who was “loud and disruptive” at two separate disturbance calls several hours apart at the same Oakmont Avenue location Wednesday ended up in custody after he allegedly stood on the porch in a highly agitated state and “began yelling obscenities” at police after what they later described as a “neighbor dispute.” Police said Montyel L. Barnes, 43, 710 Pine St., Steubenville, was booked into the county jail without bond on a menacing charge after he allegedly “threatened to release his two large dogs” on the responding officer and offered to “beat (him) to death.” Police claim he “continued with more threats and obscenities” despite attempts to de-escalate the situation before he was taken into custody.

Stay off the grass: Police report two property owners in the 600 block of N. 6th Street are having problems. A woman told them the business next door regularly gets food deliveries and the trucks “drive over her property and cause damage,” so she’d put a fence post at the corner of her property to keep them from driving over it, and the business owner removed it. She said he came onto her property “and drove the post in the middle of her front lot” and left her a note “demanding she stop placing the post” on the property line. She was referred to the building and zoning department.

In crisis: A caller Thursday reported seeing a man “urinating in front of Walmart, exposing himself and chasing women into the store.” Officers tried to speak with the man, with whom they are familiar, but report he was “continuously mumbling gibberish (and) appeared to be in a very low mental health state on scene and appeared to have no concept of reality.” He was transported to the hospital for an evaluation.

Squabbling: A Kendall Avenue resident said Wednesday a man he’d allowed to use his truck argued and ended up shoving him when he asked for the keys back. The other man said he “just wanted his AC unit back” and said there was no shoving.

Theft: A man in town for a doctor appointment Thursday said he discovered his laptop missing.

Cited: Jonah Edward Kline, 19, Pittsburgh, failure to yield after a car-motorbike collision at University Boulevard and Franciscan Way. The motorbike operator complained his head hit the roadway and was evaluated at the scene by EMS.

Served: Shaun McGrew, 46, 1219 State St., Apt. 2, Steubenville, theft warrant (Municipal Court), Thursday.

In custody: A man taking a break near dumpsters in the 200 block of N. 7th Street Thursday told police “he was tired from walking off the hilltops.” Police said Christopher Maglione, 32, no fixed address, ended up in custody after they discovered Columbiana County authorities had issued a warrant for his arrest. Maglione was transported to the county line where a Columbiana County sheriff’s deputy took him into custody.

Charged: Ashley M. Tim-Efobi, 31, Navarre, operating a vehicle under the influence, Thursday. A passenger, Tiffany Miller, 2610 Chestnut St., Steubenville, was booked into the county jail in lieu of $2,500 bond for failure to appear (Toronto County Court).

Cited: Elaine Dibiase, 64, 505 Pine Valley Dr., Apt. H44, stop sign violation and expired license after a two-car collision with no injuries Thursday at the intersection of Lovers Lane and Country Club Drive. Also: Tennor D. McLaughlin, 42, East Liverpool, expired registration; John E. Wojcik, 38, 2507 Eldersville Rd., Follansbee, driving under suspension; Enmanuel Eduardo, 21, 428 Henry Ave., Steubenville, and Katie Roth, 44, Martins Ferry, speeding (school zone).
