Steubenville Police

Man down: A caller in the 4000 block of Sunset Boulevard complained someone was trespassing on her property Sunday. Police located a man they described as “highly intoxicated…passed out on the ground near the woodline.” Steubenville firefighters took him to the hospital for treatment.

Noise maker: A woman in the 100 block of N. 4th Street said she went to the store to get a beer early Monday and when she returned, a male “threatened her with eviction.” The male said another resident had lodged a noise complaint and when the woman returned from the store he asked her to keep the noise down, but instead she started arguing with him and “continued to get louder” before going back to her apartment.

Charge filed: A caller notified police that a man was “yelling at his (girlfriend) and throwing things out a window” Saturday. Police said the woman was crying and told them multiple times to “get him…away from her” and claimed that on their way home from Pittsburgh her boyfriend “struck her right arm and broke the windshield.” She said they’d “been arguing for a while and (that day) it escalated into an altercation.” Her boyfriend insisted he didn’t hit her and the broken windshield was an accident, claiming he was sleeping with his feet propped on the dashboard when she “nudged him awake,” causing him to kick his legs out. Justin Butler, 31, 143 Hollywood Blvd., Steubenville, was charged with domestic violence, police said.

Payback: A caller complained Monday that two dogs in the 3200 block of Sunset Boulevard were “unhealthy and very poorly kept.” The homeowner was upset but showed police the dogs, which were “clean, healthy and slightly overweight.” She told police she knows who called the report in because the person had “come to her house days ago asking for money and (she) was not willing to help them.”

Treated: Firefighters requested assistance with what they described as a “highly intoxicated man” Saturday who told them he fell several times and hit his head. He was taken to the hospital for treatment.

Out with the old: The new owner of an Oregon Avenue property said his crew was cleaning it out when the previous owner showed up and caused a disturbance, Monday. The previous occupant admitted he “hadn’t been to or resided (there) in over 12 months” but he wanted to gather his things before anything was thrown away, but police pointed out he now longer owned the property and anything still there belonged to the new guy. The new owner gave him permission to go in the home as long as police were with him, then advised him that going forward he would no longer be permitted on the property without his prior approval. Police gave him a ride back to Mingo Junction.

Loud bunch: A caller in the 800 block of Woodlawn complained of a loud party. Police said as they approached the residence they could “hear music and people talking at a high volume” and warned the resident to tone it down.

Noisy: A caller in the 100 block of Shirley Circle Monday complained people were making too much noise at a party. Police said they could hear the party guests from the street and warned the homeowner.

Keep moving: A business owner complained that a man was loitering on his property Monday, “asking customers for money and allegedly buying crack cocaine and drug paraphernalia.” Police located the man and advised him if he returned to the location he’d be arrested.

Sad state: Police spotted a woman sleeping in a parked car Monday. She told police she was afraid to go home because her ex might be there.

In and out: A caller reported seeing a woman climb through a window in the 400 block of S. 5th Street Saturday and then come out with a purse in her hand. The caller said the resident wasn’t home.

Moving on: A woman requested assistance at a Cunningham Lane location Monday but 9-1-1 dispatchers couldn’t tell police what the problem was because they couldn’t understand what she was saying. Police said the woman was intoxicated and her speech was “very slurred,” but was able to tell them she was in the process of moving out and was waiting for a ride from Columbus. She said she’d been arguing with a male occupant and wanted police to stand by while she gathered her things and took them to the driveway. The male told police she’d “been drinking all morning and…arguing with him.” They advised the two to stay away from each other until her ride arrived.

Threat reported: Police were told a man had threatened harm to a city resident and her pet Monday.

Code issues: Notices of violation were sent to owners/occupants of properties at 1232 Sinclair Ave., 1235 Sinclair Ave., 1283 Sinclair Ave., 805 Lincoln Ave., 1246 Ridge Ave., 1257 Lincoln Ave., 2510 Sunset Blvd., 1304 Ridge Ave., 1659 Ridge Ave., 1150 Oregon Ave., 1321 Oregon Ave., 1502 Foster Place, all for high grass. Booked: A man who was “acting strangely” at a bank ended up in custody after police discovered a warrant for his arrest Monday. Damion N. Irizzary, 50, no fixed address, was booked in the jail on a bench warrant (Steubenville Municipal Court).

Jefferson County Sheriff

Creeper: A county resident said she got a call Sunday from a man who said he was watching her and knows everything about her “and started to list them.” She said she started recording the call and when he realized what she was doing, told her to stop. She called her boyfriend who told deputies he grabbed his guns and checked her home and property to make sure the man wasn’t there. Her boyfriend tried calling him back but when he heard a male voice hung up.

Making sense: A county resident who feared her husband was using drugs ended up arguing with him after she discovered he was actually talking to other women on Tinder, Saturday. She said the disagreement escalated and he took her belongings and was driving down the road, “throwing them out of the vehicle.”

Tit-for-tat: A Tiltonsville resident was “crying hysterically” when she called for assistance Monday. Her male companion said she was intoxicated and broke a window, so he broke her windshield. They said the alleged offenses occurred in Belmont County and neither of them wanted to pursue charges, deputies said.

Do-it-yourself repo: A woman said her ex took her car Sunday and put it in his garage and refused to give it back to her. The ex said he paid for the car and “only put it in her name because he didn’t have a valid license.” Deputies told him he would have to give it back because her name was on the title.

Stolen: Equipment was stolen from an excavation site on private property overnight Saturday at a Hammondsville location. They told deputies they’d left the tools, which they were using to excavate preserved fossils from cannel coal, under a tarp and when they returned Sunday the items were gone. The missing tools were valued at $700-$800, deputies said.

Burning up: A Cadiz Road resident complained his ex was “destroying his property” Saturday. She told deputies he had “burned her clothes on TikTok” and it angered her so much she “ripped his air conditioner out of the window.” He declined to file charges and told deputies he just wanted her to leave.

Neighbor issues: A Rayland man said his neighbor was driving in his yard Saturday and believes it’s intentional. He said they’ve been in an ongoing dispute.
