Inhumane: Police confiscated a small puppy “whining, scared and pressed up against a window … on a roof with a very small ledge” in the 1200 block of State Street Wednesday. A concerned citizen told police the puppy had been stranded on the roof for more than 45 minutes. There was a light on in a second-story bedroom, but no one would come to the door and then the light “apparently went off,” so the fire department was called to rescue the puppy. As firefighters were trying to get the dog to safety, a woman came around the side of the house with her family, claiming to have just gotten home after being gone for three hours and suggested the door was open so “the dog must have gotten onto the ledge and shut the window herself.” Police told the woman there was no way the dog could have done that, so she then switched her story and suggested “someone must have broken into her house and locked the dog out on the ledge.” Firefighters had to tell the woman to open the window so the dog could get off the ledge, then told police i
Conflicting reports: A Market Street resident told police a male companion “put a knife to her throat” Wednesday during an argument over a text she received from another man. Police said she “appeared distressed” but admitted she’d been drinking. She also said he “threw some of her belongings in the hallway.” The male told police they’d had some drinks and smoked marijuana and admitted he was so upset he threw her belongings down the hall. He also said he pulled a pocket knife out but didn’t stab her with it and claimed that when he told her to leave the apartment, she said she was going to tell police he’d threatened her with it. Police said Ivan Hawkins, 40, 707 Market St., Apt. 804, was booked into the county jail on charges of domestic violence and aggravated menacing.
Fleeced: The owner of an energy company told police Wednesday someone “misused” a company gas card at two businesses in Steubenville. He said the card in question was used “numerous times” since the first of the year at Mr. Fuel and Firestone and the fraudulent purchases totaled $7,760, though not all of them were made in Steubenville. He said the thief could be a former employee.
Eccentric: Someone told police a man was “tweaking” at a property in the 100 block of N. Fourth Street Wednesday. Police were familiar with the man, who they said was “talking loudly about unrelated events including the war with Iran,” but he was able to answer their questions and refused medical treatment. Police said there was no reason to make him go to his apartment, so they advised him to go to his apartment.
Juvenile behavior: A S. Sixth Street resident said a group of kids were kicking her back door again. Police located the kids, who identified the child who’d kicked the door because “his friends dared him to,” then tracked down their parents to talk about “the situation” and advised that all involved should stay away from the woman’s property.
Give it up: Police had to go to a property in the 900 block of Pittsburgh Street Tuesday because someone reported “animals on the property being unhealthy,” but police said all three animals “were healthy and showed no sign of abuse” nor were they aggressive. No bites had been reported and police noted the kids living there had no bite marks on their hands or legs.
Telling tales: Someone complained about a tan Ford that had been parked in the alleyway behind the 700 block of Woodlawn Road (rear) “for over a year.” Police said the vehicle was actually legally parked in a driveway next to the alley and had valid license plates.
Facing charges: Two Cleveland residents were booked into the county jail after a traffic stop Monday in downtown Steubenville. Police said Cassandra Hayes, 34, was served with “multiple warrants” for her arrest, including probation violation and “dangerous drugs.” She also was charged with possession of drug paraphernalia, a burnt pipe, as well as receiving stolen property because the car she was driving had been reported stolen, police said. Her companion, Robert Winston, 36, was charged with possession of drugs after police allegedly found a substance believed to be cocaine in his pocket. Police allege Hayes had to be told multiple times to put the car in park “and proceeded to roll her window up and kept trying to move the gear shift lever” despite being told to exit the vehicle.
Beer fog: A man down was reported at Steubenville Marina Monday. Police said he was unresponsive but appeared to be intoxicated “and had several cans of Budweiser with him on the ground.” He ultimately was transported to the hospital, complaining of chest pains, and police dumped the beer out.
Last call: Two people were arguing in the roadway in the 2800 block of Sunset Boulevard Tuesday. Police spoke with the male, who told them he and his ex-girlfriend went to the store to purchase alcohol, “and when they came back, she took more than $150 out of his wallet” and left in a car. He couldn’t tell police exactly how much money was missing but did say he wants to pursue charges.
A caller complained that a man on a blue four-wheeler was “speeding through the park and almost struck some kids” Wednesday at Belleview Park. Police told him employees don’t want him driving the vehicle through the park anymore, which the man said he understood but insisted he “wasn’t breaking any city laws by doing so.” Police told him he can’t drive recklessly or speed through the park and he was not to bring it back there.
Deep dive: A semi ended up in a deep culvert on Walden Avenue at Bel Aire Terrace Monday. Police said the vehicle had only minor damage but was immovable and had to be extricated from the culvert.
Bagged it: Two women filling Spark orders allegedly left Walmart with six items they didn’t pay for. Employees claim the women bagged more than $74 in merchandise and made no attempt to scan any of it.
Filling up: An off-duty Kroger manager spotted a man in a motorized cart “attempting to leave the store with unbagged merchandise” Wednesday. When she asked him for a receipt, the manager reports he “fled the store, leaving the merchandise (behind).” The items were valued at $80.
Charged: Employees at Walmart alleged a woman left the store Wednesday with 14 items she hadn’t paid for. Police said they located Mary Whitlatch, 39, 217 Main St., in the 100 block of Lincoln Avenue and charged her with theft. Police said the items in question were valued at just under $155.
A male known to police was on the sidewalk in the 400 block of Washington Street Wednesday. He told police he didn’t feel well and was taken, at his request, to the hospital.
Booked: Jeffrey Ray Jordan, 48, Wheeling, receiving stolen property. Jordan also was served with a warrant (Belmont County); Skye M. Malcalm, 27, 1504 Foster Place, contempt of court; Ellen E. Still, 50, Main Street, Smithfield, probation violation.
Summons issued: Helen Edwards, 44, 1241 Ridge Ave., Steubenville, theft. Walmart employees allege Edwards failed to scan merchandise valued at more than $80.
Code issues: Notices of violation were sent to owners/occupants of properties at 1534 Oregon Ave., 1303 Oregon Ave., 1304 Oregon Ave., 235 S. Third St., 303 South St., and 108 Pembroke Road, all for high grass.
Cited: Debra Ice, 67, Battle Run Road, Mingo Junction, assured clear distance ahead after allegedly striking the rear of a vehicle stopped in traffic Monday on Sunset at S. Forest Drive. Also: Todd Filby, 46, 223 Mellwood Dr., Toronto, expired registration; Thomas Joseph Sweet, 23, 1925 Columbia Ave., Steubenville, expired/unlawful plates.
