STEUBENVILLE POLICE
Not talking: Someone reported a disturbance in the 900 block of N. 6th Avenue Monday "possibly involving three firearms." The caller said the suspects were in a black Nissan sedan but were nowhere to be found when police arrived, and there weren't many people outside. An individual was unwilling to provide much information but advised "the problem resolved itself and everything was fine now."
Some 'friend': An Earl Drive resident said her friend took her rental car without her permission Monday. She said the keys were on her table while the friend was visiting and that she discovered it missing "approximately two weeks ago" and immediately contacted her friend, who said she "had to borrow (it) to get out of Steubenville." The caller said her friend told her several times she would bring it back but never did and became upset when she "called her and ordered her to bring the vehicle back" and then told her "she would drop the vehicle off...(but she'd) have to find the vehicle herself."
Left alone: Callers reported two small children left unattended in a car parked in the Walmart lot Monday. Mom was located in the store and said "she thought it was all right to leave (them) in the vehicle," so police explained the dangers of leaving children alone in parked cars. The children were ages 9 and 1.
Drug money: A woman in the 1300 block of Maryland Avenue said she was walking in an alleyway Monday with a man who rents a room from her for $40 a month and was in the process of handing over his rent money when he "pulled it out of her hand, stated that he 'changed his mind about paying her,' then used the money to purchase narcotics." She said she wanted her rent money, but police said they couldn't force him to pay her.
Sing-along: Callers complained a man was standing in the 1600 block of Moreland Drive, "yelling curse words," Tuesday. Police said when they arrived, the man was "singing along to an explicit song he had playing on his cell phone," so they told him to stay out of the roadway and keep the noise down.
E-injury: A man riding an e-bike was injured when he crashed into woods at the intersection of John Scott Highway and Lauretta Drive Tuesday. A friend who was with him said the brakes on the bike failed coming down Lauretta Drive "and he went across John Scott Highway and into the woods." Police said the man appeared to have internal injuries and was unable to move but was "conscious and alert."
Bothersome: A city resident told police Tuesday she and her family are being harassed by a neighbor. The resident said the neighbor is using his girlfriend's Facebook Messenger account to send texts threatening them with harm. Police said the sender indicated he believes the family is a threat to him and he "will defend himself should he feel threatened." The resident said they try to ignore him but do feel unsafe.
Strange behavior: A caller reported a man lying in the grass in a N. 7th Street parking lot Monday "acting erratic." Police said the man was "flailing his arms and would not sit still" and did appear to be under the influence. He was taken to the hospital for treatment.
Friendly type: A Market Street resident told police a man with whom he has had ongoing issues "came up to him and began yelling obscenities at him" Tuesday, then "spit on him" before leaving.
Stranger danger: A Madison Avenue resident said a man driving a silver SUV came to his house "and began to yell at him" Tuesday. He said the man in the SUV claimed he knows who broke into his house, but he told police he "did not know who the male was (or) what he was talking about." He said the stranger said he'd be back, which he perceived as a threat.
Loaded up: Employees at Walmart told police a woman tried to leave the store with a cart full of merchandise she hadn't paid for Tuesday. When they confronted her, they said she left the cart and walked out the door. They had the license plate number and pictures of the female. Police said the woman had about $341 in merchandise in her cart, including a 50-inch TV.

Code issues: Notices of violation were sent to owners/occupants of properties at 213 Linduff Ave., 609 Garrett Ave., 1100 Claire Ave., 1441 Oregon Ave., 1237 Oak Grove Ave. and 1329 Oak Grove Ave., all for high grass; 1102 Claire Ave., for litter and household discards on the porch; and 1097 Grandview Ave., for litter and household discards placed on the front steps and sidewalk of a house neighbors say is vacant.

Alcohol problem: A businessman who fired an employee because he showed up for work under the influence of alcohol said he has received a multitude of text messages and Facebook messages telling him he'd "better pay him what is owed." At one point, the ex-employee allegedly threatened to send a man "who cracks skulls" to his location to deal with him. Deputies contacted the alleged "skull-cracker," who said the ex-employee had asked him to assault his former boss but he refused. The businessman was outraged because he doesn't owe the man anything and wants to pursue charges, deputies said.
Scammer foiled: A Toronto woman received a call July 1 from someone claiming to be a Jefferson County sheriff's deputy who said she had missed jury duty and a warrant had been issued. The woman said the supposed deputy was calling from a blocked number and knew her address, but she did not provide the scammer with any information. Deputies told her it was a scam and encounters with deputies are handled in person, especially when paperwork or warrants are involved.
