Pair booked: A Market Street resident and her father are facing "numerous" charges, including child endangerment, after authorities allegedly found contraband in their apartment Wednesday. Police said Emmett C. Blanchard, 43, of 723 Market St., Apt. B, was charged with felony possession of drugs and two counts of child endangerment. His daughter, Briona L. Blanchard, 22, also of 723 Market St., Apt. B, was charged with permitting drug abuse and two counts of child endangerment. Police said they encountered a bedroom with "a biometric thumb scanner lock on the door" when they entered the apartment and couldn't open it, so they turned the scene over to Jefferson County Drug Task Force detectives and then returned to the location with building management.
Woman injured: A woman had to be extricated from her car Tuesday after it was struck by a semitrailer at the intersection of State Route 7 and University Boulevard, police said. Keith L. Chambers, 59, of Vicksburg, Mississippi, told police he was in the southbound curb lane and his light was green when he proceeded through the intersection, striking the passenger vehicle. Police said Chambers told them he believed his light to be green when he proceeded through the intersection, but he was cited after camera footage was reviewed. No further information was available.
Hazardous conditions: Police called to the 300 block of Henry Avenue Tuesday for a disturbance advised the couple residing there that they needed to rid their porch of garbage that appeared to "have been there for what appeared to be some time" and broken glass on the floor in front of the door within 24 hours or their children were going to be removed from the property. After knocking several times, they said the female came to the door and claimed she and her male companion had been arguing and she "got so mad she punched the window out of the door," cutting her hand.
Serial shoplifter: Employees at Walmart told police they had documented seven occasions over a 34-day period in which the same man left the store with merchandise he hadn't paid for. They said the male stacked some items and placed others directly into bags and pegged their losses at more than $315. They said thefts occurred May 14, 20, 23 and 28 and June 7, 15 and 18.
Man down: Someone reported seeing a man on the ground by the North End ballfield shelter Wednesday. Police said the man told them "everything was okay and he was only sleeping."
Wrong way: A Lincoln Avenue resident told police his garage door wouldn't stay closed after it was struck Tuesday by a four-wheeler operated by a juvenile. Police located the youth and his mother and said the juvenile told them the four-wheeler "was not working properly and...moved forward...when he was attempting to (back up)." The property owner only wanted a report on file for insurance purposes.
Later in the shift, a different resident told police the same child "came to the park...and threw a bag that contained a dead raccoon in the playground area while other children were playing." Police removed the bag from the playground area and then visited the juvenile's mother again.
Booked: Carl Thorn, 64, no fixed address, criminal trespass. Fort Steuben Apartments management said he had been asked to leave several times Tuesday but refused; Melissa M. Marker, 39, 1321 Maryland Ave., Steubenville, falsification.
Cited: Anthony Sims, 40, 317 Henry Ave., Steubenville, expired or unlawful plates. Residents had complained the vehicle was parked on the street "for about two months" without moving, police said. The vehicle's registration expired in January.
Also cited were Ricca R. Simes, 34, 308 Sycamore St., Mingo Junction, speeding; Timothy M. Young Jr., 27, 631 Belleview Blvd., Steubenville, speeding.
