CHARLESTON — The West Virginia Division of Motor Vehicles has announced filing applications for commercial driver licenses has been made easier through the agency’s online portal at dmv.wv.gov. Delivery company Instacart will pay $60 million in customer refunds under a settlement reached with the Federal Trade Commission over alleged deceptive practices. The FTC said Thursday that Instacart has been falsely advertising free deliveries.
