Volunteers and those affiliated with the Steubenville Municipal Court Community Service Program took to the streets for a clean-up effort in the city's South End. City resident Donald Springer, center, was honored with a resolution by Steubenville City Council, commending his volunteerism. During the past two years, Springer has cleaned up 648 bags worth of litter. First Ward Councilman David Albaugh and Third Ward Councilwoman Heather Hoover participated in the cleanup. Council's Pride Committee will meet at 6:30 p.m. April 30 to discuss how to resolve the litter issues.
