STEUBENVILLE -- Several Ohio Department of Transportation construction projects are expected to impact traffic throughout Jefferson County in the coming weeks.

Among the projects affecting motorists are several along State Route 7.
The SR 7 southbound on-ramp from Fourth Street in Toronto remains closed as part of a mine subsidence restoration project. Motorists seeking to access southbound SR 7 are being rerouted northbound to the SR 152 exit before returning to southbound SR 7. The project is expected to be completed Oct. 31, 2026.
A separate mine subsidence restoration project is underway on SR 7 just south of the Fourth Street exit in Toronto. One lane of traffic will be maintained during construction, with completion expected Oct. 31, 2026.
SR 7 also is being resurfaced from Brilliant to Steubenville. Resurfacing work in Steubenville will take place at night, while work between Steubenville and Brilliant will be conducted during the day. One lane of traffic will be maintained in each direction throughout construction. The project is expected to be completed Oct. 31, 2026.
The SR 7 northbound on-ramp from Logan Avenue in Steubenville is closed indefinitely because of a recurring slope failure. The slope has repeatedly failed since January 2025, prompting ODOT to close the ramp for safety.
Construction is expected to begin in the coming months as ODOT awaits required approvals from the adjacent railroad. Completion is estimated for Oct. 27, 2026.
Other state routes also are affected by construction.
SR 213 is closed for a project to realign a portion of the highway south of County Road 56. The detour uses SR 7 north to SR 152 west, then SR 152 west back to SR 213. The detour is reversed for the opposite direction. Completion is expected Sept. 30, 2026.
Nearly nine miles of SR 213 from SR 7 in Steubenville to SR 152 in Knoxville are being resurfaced. One lane of traffic will be maintained with flaggers. The project is expected to be completed Nov. 30, 2026.
SR 164 is undergoing chip-sealing preventative maintenance from Bergholz in Jefferson County through Carroll County to Salineville. Traffic will be maintained with flaggers, with completion expected Sept. 30, 2026.
In Irondale, the Reese Street bridge just south of Saline Street is closed for a bridge replacement. The project is expected to be completed Oct. 31, 2026.
Motorists traveling between Ohio and West Virginia also could encounter delays on the Veterans Memorial Bridge.
According to the West Virginia Department of Transportation, two right lanes of U.S. Route 22 eastbound on the Veterans Memorial Bridge were scheduled to close Sept. 9 for bridge maintenance. The closures were to begin on the Ohio side and move across the bridge toward West Virginia throughout the day.
Motorists are advised to slow down while traveling through construction areas.
